Hague Convention on Parental Responsibility and Protection of Children
The Hague Convention on parental responsibility and protection of children, or Hague Convention 1996, officially Convention of 19 October 1996 on Jurisdiction, Applicable Law, Recognition, Enforcement and Co-operation in respect of Parental Responsibility and Measures for the Protection of Children or Hague Convention 1996 is a convention of the Hague Conference on Private International Law (HCCH). It covers civil measures of protection concerning children, ranging from orders concerning parental responsibility and contact to public measures of protection or care, and from matters of representation to the protection of children's property. It is therefore much broader in scope than two earlier conventions of the HCCH on the subject.
The Convention has uniform rules determining which country's authorities are competent to take the measures of protection. The Convention determines which country's laws are to be applied, and it provides for the recognition and enforcement of measures taken in one Contracting State in all other Contracting States. The co-operation provisions of the Convention provide the basic framework for the exchange of information and for the necessary degree of collaboration between administrative authorities in the Contracting States.
The Hague Conventions of 1899 and 1907 are a series of international treaties and declarations negotiated at two international peace conferences at The Hague in the Netherlands. The First Hague Conference was held in 1899 and the Second Hague Conference in 1907. Along with the Geneva Conventions, the Hague Conventions were among the first formal statements of the laws of war and war crimes in the body of secular international law. A third conference was planned for 1914 and later rescheduled for 1915, but it did not take place due to the start of World War I.
History
The Hague Conventions of 1899 and 1907 were the first multilateral treaties that addressed the conducts of warfare and were largely based on the Lieber Code, which was signed and issued by U.S. PresidentAbraham Lincoln to the Union Forces of the United States on 24 April 1863, during the American Civil War. The Lieber Code was the first official comprehensive codified law that set out regulations for behavior in times of martial law; protection of civilians and civilian property and punishment of transgression; deserters, prisoners of war, hostages, and pillaging; partisans; spies; truces and prisoner exchange; parole of former rebel troops; the conditions of any armistice, and respect for human life; assassination and murder of soldiers or citizens in hostile territory; and the status of individuals engaged in a state of civil war against the government. As such, the codes were widely regarded as the best summary of the first customarylaws and customs of war in the 19th century and were welcomed and adopted by military establishments of other nations. The 1874 Brussels Declaration (which was never adopted by all major nations) listed 56 articles that drew inspiration from the Lieber Code. Much of the regulations in the Hague Conventions were borrowed heavily from the Lieber Code.

Despite being one of the first elements that must be proven by a petitioning parent in order for the Court to hear a case arising under the Hague Convention, “habitual residence” is not defined by the text of the Hague Convention. Lastly, the Hague Convention banned the use of hollowpoint rounds, or similar bullets which expand in the body and cause excess damage.
This was a summary of the First Hague Convention, but there was a second held in 1907. I'll cover that in a future 60 Seconds with Professor Des.

The Convention for the Protection of Cultural Property in the Event of Armed Conflict was adopted at The Hague (Netherlands) in 1954 in the wake of massive destruction of cultural heritage during the Second World War. It is the first international treaty with a world-wide vocation focusing exclusively on the protection of cultural heritage in the event of armed conflict.

Did you know that bombing from the air was banned in the First Hague Convention?
Disclaimer: This is a summary of the first Hague Convention, condensed for timeliness and convenience, not a complete report of the content of the treaty.
The Hague Convention of 1899 was called by Russian Czar Nicholas II, and it met on his birthday. His goal was to make war obsolete by finding peaceful methods of solving international disputes. To this end, the Permanent Court of Arbitration was established.
Another goal of the Hague Convention was to limit the armaments permissible in warfare to reduce some of the violence of war.
Three armaments, in particular, were mentioned. The first banned dropping bombs from the air. The specific language of the document prohibits loosing explosives from "balloons or other new methods of similar nature," because, at the time, airplanes were not the primary delivery method of ordnance from the air, as they are today.
The second armament mentioned was to ban the use of harmful gases, like mustard gas, which was used extensively in World War I.
Lastly, the Hague Convention banned the use of hollowpoint rounds, or similar bullets which expand in the body and cause excess damage.
This was a summary of the First Hague Convention, but there was a second held in 1907. I'll cover that in a future 60 Seconds with Professor Des.
