Lex Animata
Private international law is the set of rules that regulates relationships between individuals in an international context, as it deals with the conflict of laws whenever a dispute involves a foreign element or multiple jurisdictions.
The law deals with three main topics: jurisdiction, foreign judgments and choice of law.
Jurisdiction deal with when it is appropriate for a local court to deal with a dispute having a foreign element,
Foreign judgments, on the other hand, deal with the rules that a local court have to apply when a verdict issued by a foreign court abroad.
and choice of law, determines the question of which substantive laws will be applied in the dispute.
Even though conflict of laws generally deals with disputes of an international nature, the applicable law itself is domestic law.
While Public International law control the limits of a state’s exercise of governmental functions, private international law on the other side, regulate cases involving a foreign element, and whether a particular country has jurisdiction to determine the dispute, and, secondly, if it has, then the rules of which country will be applied in resolving the dispute.
This is because, unlike public international law, conflict of laws does not regulate the relation between countries, but rather how countries regulate internally the affairs of individuals with connections to more than one jurisdiction.

Dean JS Bisquera on CONFLICT of LAWS where Philippine Courts have the option to apply Foreign Law on Issue(s) before them with a Foreign component (Person, Place) involved in the controversy. Philippine CONFLICTS Law allow the Court(s) guideline on the propriety of adopting Foreign Law into their judicial undertaking, consistent with the requisites of Philippine CONFLICTs Law in the CIVIL CODE invoking the NATIONALITY Theory under Article 15 in determining family rights & duties and a Person's Civil Status, Condition and Legal Capacity founded on the principle that a Filipino citizen brings with him said status and capacity wherever he goes even abroad, that Succession as to the Order of Succession, the amount of successional rights and the intrinsic validity of his testamentary disposition shall be govern by his National Law, whether as a Filipino or as a Foreigner. Prohibitive laws of Filipinos under the Nationality Theory binds him regardless of what other States were to provided when its concerns his person or property or when said Prohibitive Laws are to maintain public order, public policy and good customs. The extrinsic validity of contracts, Will and other Public Instruments are recognized in the Philippine Conflicts Law Article 17 (1) are being valid when they conform with the law(s) of the country where they were executed under the Doctrine of Lex Loci Celebracionis. The Doctrine of Lex Situs, another Philippine Conflicts Law, view Real and Personal Properties as subject to the Law of the country where they are stipulated.

The United Nations Office for the Coordination of Humanitarian Affairs projects 305 million people will require humanitarian assistance in 2025. In its newly released 2025 Global Humanitarian Overview (GHO), OCHA describes the drivers of this unprecedented need, including conflict and violence that have led to the intensification of needs. The global population living in areas fully controlled or contested by armed groups is estimated to have increased to 210 million people. Protracted conflict, compounded with natural shocks such as flooding, and political intractability, have driven displacement and worsened human suffering in several contexts, with some of the worst cases in Myanmar, Gaza, Sudan, and Ukraine. Access constraints, funding shortages, and attacks on health and aid workers have left vulnerable populations in hard-to-reach areas exposed to ongoing violence and resource shortages during their time of greatest need. 60 million people across these four conflicts were unable to receive basic assistance due to physical, bureaucratic, and political barriers, including the degradation of norms regarding the provision of humanitarian aid under international humanitarian law.
Funding has fallen short of meeting these needs. These four contexts alone represent a significant proportion of the global humanitarian need, while 2024’s global humanitarian appeal stands at only 43 percent funded. Amid escalating access constraints, humanitarian appeals for Gaza, Myanmar, Sudan, and Ukraine will likely remain severely underfunded despite obligations to protect the delivery of humanitarian aid under international humanitarian law. As 2025 approaches, humanitarian organizations anticipate additional challenges in funding aid delivery, including from major donors such as Germany and the United States. Humanitarian organizations and donors will face difficult choices as they work to balance needs with the funding available.
This discussion brings together humanitarian experts, policy leaders, and field practitioners to reflect on the landscape of humanitarian need, particularly in conflict settings, in 2024 and look forward to which areas need attention in 2025.

Overview of the sources of international public law as stated in Article 38 of the international court of justice ICJ statute : treaty, customary law, courts decisions, jurisprudence, and law principles.
What are the sources of international law?
The term ‘source of law’ refers to legal rules governing the international community.
Unlike national laws, where sources of law are specified in a norm superior to laws and regulations, usually a constitution, no such norm exists in international law.
The International Court of Justice stipulated a catalog of sources of international law,
which is used when deciding legal disputes submitted before the world court.
the first source is international treaties, whether a general or particular treaty, a bilateral, regional or multinational one, a treaty is a binding international agreement. by which the countries are obliged to observe their contractual obligations. the 2nd source is customary law.
At the outset, international law was mainly constituted by customs. which is by its nature, universal, whereas treaty law binds the parties to these treaties only. International custom consists of 2 elements: First is State practice, which means What generally States Do and Say. Oppinio Juris is the 2nd element of customary law. It means that the state practice has to be accepted as law, by the other states.
In addition to treaties and customs, other sources exist, such as Judicial decisions, juristic writings, and general principles of law. while they are not formal sources, they can still play an important role as evidence of the law.
