The police department is headquartered in the Guam Police Department Building in the Tiyan area of Barrigada, and operates four precincts.
History
The Guam Police Department was created in 1949. Prior to this, law enforcement on Guam was handled by the U.S. Navy administered Guam Insular Guard and the civilian run Guam Insular Patrol Force.
A police force is a constituted body of persons empowered by the state to enforce the law, protect property, and limit civil disorder. Their powers include the legitimized use of force. The term is most commonly associated with police services of a sovereign state that are authorized to exercise the police power of that state within a defined legal or territorial area of responsibility. Police forces are often defined as being separate from military or other organizations involved in the defense of the state against foreign aggressors; however, gendarmerie are military units charged with civil policing.
Law enforcement, however, constitutes only part of policing activity. Policing has included an array of activities in different situations, but the predominant ones are concerned with the preservation of order. In some societies, in the late 18th and early 19th centuries, these developed within the context of maintaining the class system and the protection of private property. Many police forces suffer from police corruption to a greater or lesser degree. The police force is usually a public sector service, meaning they are paid through taxes.
Guamá (died c. 1532) was a Taíno rebel chief who led a rebellion against Spanish rule in Cuba in the 1530s. Legend states that Guamá was first warned about the Spanish conquistador by Hatuey, a Taíno cacique from what is now Haiti.
Biography
After the death of Spanish governor Diego de Velázquez (circa 1460-1524), Guamá led a series of bloody indigenous uprisings against the Spanish that lasted for roughly 10 years. By 1530 Guamá had about fifty warriors and continued to recruit more pacified yndios. The rebellion mainly occurred in the extensive forests of the area of Çagua, near Baracoa in the easternmost area of Cuba, but also farther south and west in the Sierra Maestra.
Archaeologists and forensic pathologists believe that a body found in the Cuban mountains in February 2003 is indeed that of the legendary rebel chief Guamá.
According to the testimony of a captive Indian taken by the Spanish during the rebellion, Guamá was murdered by his brother Oliguama, who buried an axe in his forehead while he slept, in 1532. According to oral tradition Oliguama, also spelled Holguoma killed Guamá because of a sexual relationship between Guamá and Oliguama's wife.
GUAM's charter was signed during a summit in Yalta on 6 to 7 June 2001 by the four current members and Uzbekistan, which later withdrew. According to the former Ukrainian President Viktor Yushchenko the charter set objectives for cooperation, such as promoting democratic values, ensuring stable development, enhancing international and regional security and stepping up European integration. Moldova's 2000 elections were won by the Party of Communists of the Republic of Moldova who subsequently realigned their foreign policy towards Europe shortly before the parliamentary election held in March 2005.
In June 2007, GUAM nations agreed to form a 500-personnel joint peacekeeping force to battle separatism.

GPD details high speed chase
The Guam Police Department has released information related to a high speed chase that occurred today. According to police spokesperson AJ Balajadia just before 11 o'clock this morning while on patrol an officer attempted to pull a 2013 Nissan Sentra over for expired tags along Camp Watkins Road in Tamuning.
The operator of the vehicle refused to pull over and led officers on a hot pursuit throughout the Tamuning area. The operator led officers to the Airport 76 Service Station. Officers then pulled their weapons and noticed a male and female approaching the suspect car on foot. The individuals were ordered to stop but refused to comply with the officers instructions. The individuals were taken down by officers and removed.

These vehicles were purchased through the Coronavirus Emergency Supplemental Funds Program, Official Vehicle Inspection Services Fees, and Recreational Boating Safety Program funds. This means increased police presence in our villages.
