Built at a cost of $79.4 million ($724million in today's dollars) the ship is the largest ocean liner constructed entirely in the U.S. and the fastest ocean liner to cross the Atlantic in either direction. Even in her retirement, she retains the Blue Riband, the accolade given to the passenger liner crossing the Atlantic Ocean in regular service with the highest speed.
Her construction was subsidized by the U.S. government, since she was designed to allow conversion to a troopship should the need arise.United States operated uninterrupted in transatlantic passenger service until 1969. Since 1996 she has been docked at Pier 82 on the Delaware River in Philadelphia.
Design and construction
Inspired by the exemplary service of the British liners RMSQueen Mary and Queen Elizabeth, which transported hundreds of thousands of U.S. troops to Europe during World War II, the U.S. government sponsored the construction of a large and fast merchant vessel that would be capable of transporting large numbers of soldiers. Designed by renowned American naval architect and marine engineer William Francis Gibbs (1886–1967), the liner's construction was a joint effort between the United States Navy and United States Lines. The U.S. government underwrote $50 million of the $78 million construction cost, with the ship's operators, United States Lines, contributing the remaining $28 million. In exchange, the ship was designed to be easily converted in times of war to a troopship with a capacity of 15,000 troops, or to a hospital ship .
United States presidents issue executive orders to help officers and agencies of the executive branch manage the operations within the federal government itself. Executive orders have the full force of law when they take authority from a legislative power which grants its power directly to the Executive by the Constitution, or are made pursuant to Acts of Congress that explicitly delegate to the President some degree of discretionary power (delegated legislation). Like both legislative statutes and regulations promulgated by government agencies, executive orders are subject to judicial review, and may be struck down if deemed by the courts to be unsupported by statute or the Constitution. Major policy initiatives require approval by the legislative branch, but executive orders have significant influence over the internal affairs of government, deciding how and to what degree legislation will be enforced, dealing with emergencies, waging 72-hour length strikes on enemies, and in general fine-tuning policy choices in the implementation of broad statutes.
Clinton's order set declassification deadlines for classified material and made it harder for politicians to classify information. Bush's order appears to allow much more information to be classified and for longer periods; the wording is hard to decipher in some areas. It also appears to give more power over classification to the Offices of the President and Vice President, but the wording used was not properly defined in the listing of relevant definitions now consolidated into their own section in Part 6 of the Executive Order.
Changes from the 1995 regulations
Among the various changes made to the 1995-based regulations, Executive Order 13292 notably:
Executive Order 10308 , signed by President Harry S. Truman on December 3, 1951, revoked Executive Order 10479. It was titled Improving the Means for Obtaining Compliance With the Nondiscrimination Provisions of Federal Contracts.
Executive Order 13567 is a follow on to Executive Order 13492 and Executive Order 13493 executive orders Obama signed on January 21, 2009, the day after he assumed office.
Those executive orders were intended to review which Guantanamo detainees should be released.
The Guantanamo Joint Task Force those executive orders set up reviewed the detainees, and recommended that a first group of detainees should be tried, a second group of detainees should be released, and compiled a list of a third group of detainees who should neither be released or charged. Executive Order 13567 established a Periodic Review Secretariat, that would oversee Periodic Review Boards, which would perform periodic reviews of the individuals in the third group, those who were being held indefinitely, without charge.
