Indivisible: Daniel Webster and the Birth of American Nationalism
When the United States was founded in 1776, its citizens didn’t think of themselves as “Americans.” They were New Yorkers or Virginians or Pennsylvanians. The Compromise of 1850 was a series of legislative measures designed to address the divisive issue of slavery and its expansion following the Mexican-American War. When the United States was founded in 1776, its citizens didn’t think of themselves as “Americans.” They were New Yorkers or Virginians or Pennsylvanians. It was decades later that the seeds of American nationalism—identifying with one’s own nation and supporting its broader interests—began to take root. But what kind of nationalism should Americans embrace? The state-focused and racist nationalism of Thomas Jefferson and Andrew Jackson? Or the belief that the U.S. Constitution made all Americans one nation, indivisible, which Daniel Webster and others espoused?
Paul tells the fascinating story of how Webster, a young Dartmouth graduate and New Hampshire attorney, rose to political prominence by capturing the national imagination through his powerful oratory and unwavering belief in the United States. In his speeches—on the floors of the House and the Senate, in court, and as secretary of state—Webster argued that the Constitution was not a compact made by states but an expression of the will of all Americans. As the greatest orator of his age, Webster saw his speeches and writings published widely, and his stirring rhetoric convinced Americans to see themselves differently, as a nation bound together by a government of laws, not parochial interests. As these ideas took root, they influenced future leaders, among them
Abraham Lincoln, who drew on them to hold the nation together during the Civil War.

The Compromise of 1850 was a series of legislative measures designed to address the divisive issue of slavery and its expansion following the Mexican-American War. The compromise aimed to maintain a balance between the interests of free and slave states, while averting the looming threat of secession and civil war.
Key provisions of the Compromise of 1850 included the admission of California as a free state, the organization of the territories of New Mexico and Utah without reference to slavery, the abolition of the slave trade in the District of Columbia, and the enactment of a stricter Fugitive Slave Law to aid in the capture and return of runaway slaves.
Daniel Webster’s "Seventh of March" speech saw the prominent senator from Massachusetts, who was a staunch defender of the Union, deliver an address endorsing the compromise measures as a means to preserve national unity and avert a possible civil war. The speech saw Webster argue that the preservation of the Union was paramount, and that compromises were necessary to maintain the delicate balance between the free and slave states, even if it meant making concessions on the issue of slavery.
Webster’s endorsement of the Compromise of 1850, particularly his support for the Fugitive Slave Law, sparked intense debate and controversy. While some praised his dedication to preserving the Union, others condemned him for betraying the principles of freedom and justice. Nevertheless, the passage of the Compromise of 1850 temporarily defused the immediate crisis and postponed the outbreak of the Civil War for another decade.

Rep. Daniel Webster Advocates for Florida Fishermen on House Floor
I just spoke on the House Floor in opposition to H.R. 737 which does nothing to protect sharks from finning. This bill would have a devastating effect on responsible American fishermen, including many in my own district, who have made many sacrifices to conserve and rebuild our shark populations.
I have introduced H.R. 788, which recognizes the sacrifices American fishermen have made to rebuild and sustain our shark populations. It encourages other nations wishing to export shark products to the United States to adhere to the same high standards for conservation and management.
