This rightfully respects our mandate to protect the fundamental rights of those entering our territories and it’s heartening to see the outpouring of support and solidarity from every point of the EU.
But how do we explain that solidarity with, for example, in Poland, less than three months ago, the fact that 19 people perished from cold on our borders, met with barbed wire and water cannon? How do we explain that solidarity with the fact that there are Afghan refugees in Greek jails charged with people smuggling, or there are people beaten back from the borders of Croatia in appalling circumstances, sodomised and robbed?
How can this be the same European Union? It’s because our society, our media and our politicians portray some refugees as more human than others, based on their origin and their race. We have to ensure a consistent, non-discriminatory application of international asylum law. Everybody has the right to the highest international standards. I hope this is a turning point.
On Tuesday afternoon, plenary debated with Council and Commission representatives the deteriorating situation for refugees as a consequence of the Russian invasion. According to the UNHCR, more than one million persons have left the country since 24 February, most of them heading to neighbouring countries. The European Commission proposed on Wednesday to activate the Temporary Protection Directive, to ensure that Ukrainians get protection in the EU, including temporary residence rights and access to education and the labour market.

In a separate debate on Wednesday morning, in which Estonian Prime Minister Kaja Kallas will participate, MEPs will look into the EU’s role in a changing world and Europe’s security situation in the wake of the Russian aggression and invasion of Ukraine. These exchanges follow the extraordinary plenary session held on Tuesday 1 March, with the remote participation of President Volodymyr Zelenskyy and the Speaker of the Ukrainian Verkhovna Rada (parliament) Ruslan Stefanchuk. In a plenary debate with Brigitte Klinkert, French Minister Delegate for Economic Inclusion, on behalf of the Council, and Commissioner Ylva Johansson, MEPs highlighted the dramatic humanitarian and refugee situation caused by the Russian attack on Ukraine. They praised frontline states for their extraordinary engagement so far, but warned that sustained solidarity across the EU will be necessary in the long-term. Speakers unanimously condemned Russia’s aggression against Ukraine.
Commissioner Ylva Johansson stressed the extraordinary pressure on member states sharing borders with Ukraine: Poland, Hungary, Slovakia and Romania, as well as Republic of Moldova. The EU rose to the challenge when the Council unanimously activated the temporary protection mechanism, providing solidarity across the EU, by supporting the UN refugee agency (UNHCR) and the Red Cross working on the ground, and via the activation of €500 million in humanitarian aid.
MEPs also welcomed the EU’s swift response, ensuring protection to those fleeing from Ukraine, and called for sufficient financial aid to maintain support in the medium- and long-term. Some speakers wished to see concrete progress on the reform of the EU’s migration and asylum rules, with others stressing that all refugees, regardless of their ethnicity, need the same protection.

I have a certain sympathy for some of the comments from colleagues who are aghast at this idea of a kind of green euro-militarism. I agree, but for the complete opposite reason that they put forward, because actually climate change is the biggest challenge facing our planet and militarism in any form undermines that.
So we can’t really dress it up. As long as we continue to promote rivalry and division rather than cooperation, then we will fail in our duty.

The EU has long recognised that climate change acts as a threat multiplier with serious implications for peace and security across the globe. Climate change poses a double challenge for EU’s security and defence.
Implementing the Climate Change and Defence Roadmap
The Climate Change and Defence Roadmap proposes concrete actions in three key areas:
Operational dimension to enhance situational awareness, early warning and strategic foresight, as well as mainstreaming climate change and environmental aspects into the planning and implementation of CSDP civilian and military missions and operations. It will help us to raise awareness about the impact of climate change on the security environment in which our CSDP missions and operations are deployed.
Capability development, focusing on new challenges, such as ensuring that military equipment remains effective under extreme weather conditions and more energy efficient technologies for our missions and operations. It also addresses the reduction of energy demand and increasing energy resilience for our armed forces and their infrastructure in Europe. Ongoing and new actions under this area seek to enhance the energy efficiency of our CSDP engagements, while carrying forward the development and application of new technologies and practices that will reduce the carbon and environmental footprint of the defence sector.
Diplomatic outreach in multilateral fora and partnership frameworks dealing with climate change and defence. The EU and its Member States can leverage existing channels to seek cooperation and synergies with relevant partner organisations, including the UN and NATO, as well as partner countries, while highlighting the EU’s global leadership in this regard.
The Roadmap offers an integrated approach to leverage synergies and maximise the impact among different EU actors, while inviting Member States to take forward certain actions. Implementation of the Roadmap has already begun. The progress will be reviewed on an annual basis, including through the organisation of annual events with relevant stakeholders.

The bill was introduced in July 2012 by legislators from the governing United Russia party and signed into law by President Vladimir Putin on 20 July 2012. The new legislation is a series of amendments to existing laws with changes being applied to the criminal code and the laws “On Public Associations,” “On Noncommercial Organizations,” and “On Combating Money Laundering and the Financing of Terrorism.” The law went into effect in November 2012, but was not actively enforced until Vladimir Putin instructed law-enforcement officials to do so during a speech to members of the Federal Security Service (Russia) on Valentine's Day 2013, stating that "Any direct or indirect interference in our internal affairs, any form of pressure on Russia, our allies and partners is unacceptable."
Once registered, NGOs are subject to additional audits and are obliged to mark all their official statements with a disclosure that it is being given by a "foreign agent". The word "foreign agent" (Иностранный агент) in Russian has strong associations with cold war-era espionage, and the law has been criticized both in Russia and internationally as a violation of human rights and as being designed to counter opposition groups; supporters of the law have likened it to United States legislation on lobbyists employed by foreign governments.

The new legislation is a series of amendments to existing laws with changes being applied to the criminal code and the laws “On Public Associations,” “On Noncommercial Organizations,” and “On Combating Money Laundering and the Financing of Terrorism.” The law went into effect in November 2012, but was not actively enforced until Vladimir Putin instructed law-enforcement officials to do so during a speech to members of the Federal Security Service (Russia) on Valentine's Day 2013, stating that "Any direct or indirect interference in our internal affairs, any form of pressure on Russia, our allies and partners is unacceptable."
Once registered, NGOs are subject to additional audits and are obliged to mark all their official statements with a disclosure that it is being given by a "foreign agent". The word "foreign agent" (Иностранный агент) in Russian has strong associations with cold war-era espionage, and the law has been criticized both in Russia and internationally as a violation of human rights and as being designed to counter opposition groups; supporters of the law have likened it to United States legislation on lobbyists employed by foreign governments.

And yet, at the same time, we’re really happy to give them billions on a filthy deal designed to ensure that those fleeing what were often Western-provoked wars in
Afghanistan, Iraq and Syria and so on are prevented from exercising their legal right to seek asylum in Europe and kept in Turkey. And people here have criticised Erdogan for instrumentalising migrants.
Of course he can, because we fail to live up to our international responsibility. And we have the misnamed Minister for European Values, Schinas, telling us that he has a clear conscience about pushbacks from Greece into Turkey, denying the irrefutable evidence that the Greek Coast Guard are involved in what amounts to murder. Well, you know what? With values like that, I’d say Turkey fits in pretty well. And when you add their incursions again into Syrian sovereignty and undermining Syrian sovereign territory without a word from the European Union, is it any wonder that they don’t take seriously anything that the EU says?

Turkey: persistently further from EU values and standards
Without clear and significant progress on EU-related reforms, Parliament cannot envisage resuming accession negotiations with Turkey, warned MEPs on Tuesday.
In a report adopted on Tuesday by 448 votes in favour, 67 against and 107 abstentions, MEPs warn that in spite of Turkey’s repeated statements that it aims to become an EU member, over the past two years the country has consistently gone back on its commitments in relation to the accession process.
Parliament welcomes the recent slight improvement in overall EU-Turkey relations, in particular, the high-level dialogues. This enhanced cooperation has unfortunately coexisted alongside regular conflicts, as relations with neighbouring EU member states remain challenging, stress MEPs.
The report points to the continued deterioration of the human rights situation in Turkey. MEPs regret the sustained legal and administrative pressure on civil society and human rights defenders, lawyers and journalists. They call on the Commission to provide sufficient funding for pro-democracy efforts in Turkey.
Importance of close EU-Turkey cooperation in foreign and security policy
Welcoming Turkey’s willingness to act as a mediator in the Russian war against Ukraine, MEPs stress the vital importance of good EU-Turkey cooperation in foreign and security policy in the current challenging times and thank the country for its firm alignment with NATO and the EU.
The report commends Turkey’s efforts in continuing to host the largest refugee population in the world, and notes the sustained provision of EU funding for this purpose, which MEPs commit to maintain in the future. They also support the Commission’s proposal to start negotiations to update a mutually beneficial Customs Union, but warn that Parliament would only support a final agreement if necessary democratic conditions on human rights and fundamental freedoms, respect of international law and good neighbourly relations are met.
To sum-up, Parliament cannot at this stage justify modifying its position concerning the formal suspension of the accession negotiations with Turkey, which have effectively been at a standstill since 2018, MEPs say. By openly defying the binding rulings of the European Court of Human Rights in relation to the case of Osman Kavala and others, the current Turkish Government has deliberately demolished any aspirations of reopening the EU accession process at this time, they add.
Turkish objections to Sweden and Finland’s NATO applications
MEPs call on the Turkish government to handle Finland and Sweden’s NATO membership applications in good faith, to engage constructively in efforts to solve possible outstanding issues and to refrain from exerting any undue pressure in this process. In the current serious circumstances, it is important that all NATO allies act with foresight and swiftly ratify the accession protocols of the two countries, they stress.
