As a geographic feature, Capitol Hill rises near the center of the District of Columbia and extends eastward. Pierre L'Enfant, as he began to develop his plan for the new Federal City in 1791, chose to locate the "Congress House" on the crest of the hill, facing the city, a site that L'Enfant characterized as a "pedestal waiting for a monument".
The Capitol Hill neighborhood today straddles two quadrants of the city, Southeast and Northeast, and a large portion of it is now designated as the Capitol Hill Historic District. The name Capitol Hill is often used to refer to both the historic district and to the larger neighborhood around it. To the east of Capitol Hill lies the Anacostia River, to the north is the H Street corridor, to the south are the Southeast/Southwest Freeway and the Washington Navy Yard, and to the west are the National Mall and the city's central business district.
Capitol Hill is a densely populated residential district in Seattle, Washington, United States. It is one of the city's most prominent nightlife and entertainment districts, and the center of the city's counterculture communities.
Geography
Capitol Hill is situated on a steep hill just east of the city's central business district.
Capitol Hill's main thoroughfare is Broadway, which forms the commercial heart of the district. Other significant streets are 10th, 12th, 15th, and 19th Avenues, all running north-south, and E. Pine, E. Pike, E. John, E. Thomas, and E. Aloha Streets and E. Olive Way, running east-west. Of these streets, large portions of E. Pike Street, E. Pine Street, Broadway, 15th Avenue, and E. Olive Way are lined almost continuously with streetfront businesses.
Capitol Hill was established in 1948, but contains buildings as old as 1910. Most of the community was built in the 1950s. It is represented in the Calgary City Council by the Ward 7 councillor.
Demographics
In the City of Calgary's 2012 municipal census, Capitol Hill had a population of 7003401500000000000♠4,015 living in 7003229100000000000♠2,291 dwellings, a 0.3% increase from its 2011 population of 7003400300000000000♠4,003. With a land area of 1.4km2 (0.54sqmi), it had a population density of 2,870/km2 (7,430/sqmi) in 2012.

Given a text that mentions an entity, the task is to establish a link between any substring that refers to an entity to the entity's entry in the knowledge base. Before that she was working with Andrew McCallum at University of Massachusetts. We demonstrate that Bootleg matches or exceeds state-of-the-art performance on three NED benchmarks and that the learned representations from Bootleg demonstrate up to 8% performance lift in a production task. Finally, we observe that embeddings from self-supervised models like Bootleg are increasingly being served to downstream applications, creating an embedding ecosystem. We initiate the study of the data management challenges associated with this ecosystem.

Tutorial description: This workshop provides an introduction to information extraction for social science–techniques for identifying specific words, phrases, or pieces of information contained within documents. It focuses on two common techniques, named entity recognition and dependency parses, and shows how they can provide useful descriptive data about the civil war in Syria. Abstract
Entity Linking or Entity Disambiguation refers to the task of aligning unstructured text to collections of linked data. Given a text that mentions an entity, the task is to establish a link between any substring that refers to an entity to the entity's entry in the knowledge base. For instance, in a text about the American University of Beirut, we want to identify all of the substrings that refer to AUB and annotate them with links into the knowledge base. In this talk we use Wikipedia as our example knowledge base, but approaches are directly applicable to any other collection of Linked Data.
A solution for Entity Linking is the key to extract more knowledge, such as facts and relations from text; Entity Linking provides the means to improve text retrieval (IR) and linked data retrieval.
In this talk I am going to cover several approaches to Entity Linking from simple to complex and discuss advantages and shortcomings. Different approaches will make use of natural language processing, information retrieval, machine learning and graphical probabilistic models.
Bio
Dr. Laura Dietz is a post-doctoral researcher working with Bruce Croft at the Center for Intelligent Information Retrieval (CIIR) at the University of Massachusetts. Before that she was working with Andrew McCallum at University of Massachusetts. She obtained her doctoral degree with a thesis on topic models for networked data from Max Planck Institute for Informatik in early 2011, being supervised by Tobias Scheffer and Gerhard Weikum.

Disambiguation or Entity Linking is the assignment of a knowledge base identifier (Wikidata, Wikipedia) to a named entity. Our goal was to improve an MVP model by adding newly created knowledge while maintaining competitive F1 scores.
Taking an entity linking model from MVP into production in a spaCy-native pipeline architecture posed several data science and engineering challenges, such as hyperparameter estimation and knowledge enhancement, which we addressed by taking advantage of the engineering tools Docker and Kubernetes to semi-automate training as an on-demand job.
We also discuss some of our learnings and process improvements that were needed to strike a balance between data science goals and engineering constraints and present our current work on improving performance through BERT-embedding based contextual similarity.

Abstract:
Named Entity Disambiguation (NED) is the task of mapping textual mentions to entities in a database. A key challenge in NED is generalizing to rarely seen entities, termed tail entities. Traditional NED systems use hand-tuned features to improve tail generalization, but these features make the system challenging to deploy and maintain. In 2018, a subset of the authors built and deployed a self-supervised NED system at a major technology company, which improved performance over its hand-tuned predecessor. Motivated to understand the core reasons for this improvement, we introduce Bootleg, a clean-slate, open-source, self-supervised NED system. In this talk, we'll show how to succeed on the tail by reasoning over structured data. We demonstrate that Bootleg matches or exceeds state-of-the-art performance on three NED benchmarks and that the learned representations from Bootleg demonstrate up to 8% performance lift in a production task. Finally, we observe that embeddings from self-supervised models like Bootleg are increasingly being served to downstream applications, creating an embedding ecosystem. We initiate the study of the data management challenges associated with this ecosystem.
