The Baltimore Police Department (BPD) provides police services to the City of Baltimore, Maryland and was originally organized in 1784 as a "nightwatch" and a force of day "Constables". It was reorganized by mayor of Baltimore Thomas Swann in 1857, and officially established by the Maryland Legislature on March 16 1853. It is the eighth largest police force in the US and is organized into ten districts, nine based on geographical areas and the Public Housing Section, and is responsible for policing 80.9 square miles (210km2) of land and 11.1 square miles (29km2) of waterways. The department is sometimes referred to as the Baltimore City Police Department to distinguish itself from the Baltimore County Police Department.
History
The first attempt to establish a police department in Baltimore occurred in 1784, nearly 60 years after the founding of the original town, when a guard force of constables were authorized to enforce town laws and arrest those in violation. The first BPD officer to die in the line of duty was Sergeant William Jourdan who was shot and killed by an unknown gunman during the first city councilelections on October 14, 1857. Night Watchman George Workner was the first law enforcement officer to be killed in the city when he was stabbed during an escape attempt by nine inmates in the Baltimore City Jail on March 14, 1808, but his death predates the founding of the department.
A police force is a constituted body of persons empowered by the state to enforce the law, protect property, and limit civil disorder. Their powers include the legitimized use of force. The term is most commonly associated with police services of a sovereign state that are authorized to exercise the police power of that state within a defined legal or territorial area of responsibility. Police forces are often defined as being separate from military or other organizations involved in the defense of the state against foreign aggressors; however, gendarmerie are military units charged with civil policing.
Law enforcement, however, constitutes only part of policing activity. Policing has included an array of activities in different situations, but the predominant ones are concerned with the preservation of order. In some societies, in the late 18th and early 19th centuries, these developed within the context of maintaining the class system and the protection of private property. Many police forces suffer from police corruption to a greater or lesser degree. The police force is usually a public sector service, meaning they are paid through taxes.
Prince Rogers Nelson (born June 7, 1958), known by his mononymPrince, is an American singer-songwriter, multi-instrumentalist, and actor, and has been a major figure in popular music for over three decades. Prince is renowned as an innovator and is widely known for his eclectic work, flamboyant stage presence, and wide vocal range. He is widely regarded as the pioneer of Minneapolis sound. His music combines rock, R&B, soul, funk, hip hop, disco, psychedelia, jazz, and pop.
Prince was born in Minneapolis, Minnesota, and developed an interest in music at an early age, writing his first song at age seven. After recording songs with his cousin's band 94 East, 19-year-old Prince recorded several unsuccessful demo tapes before releasing his debut album For You in 1978, under the guidance of manager Owen Husney. His 1979 album Prince went platinum due to the success of the singles "Why You Wanna Treat Me So Bad?" and "I Wanna Be Your Lover". His next three records — Dirty Mind (1980), Controversy (1981), and 1999 (1982) — continued his success, showcasing Prince's trademark of prominently sexual lyrics and incorporation of elements of funk, dance, and rock music. In 1984, he began referring to his backup band as The Revolution and released Purple Rain, which served as the soundtrack to his film debut of the same name. A prolific songwriter, Prince in the 1980s wrote songs for and produced work by many other acts, often under pseudonyms.
The building sits on a raised "island" of sorts between two open trenches, one for the Jones Falls Expressway and the other the tracks of the Northeast Corridor (NEC). The NEC approaches from the south through the two-track, 7,660-foot Baltimore and Potomac Tunnel, which opened in 1873 and whose 30mph limit, sharp curves, and steep grades make it one of the NEC's worst bottlenecks. The NEC's northern approach is the 1873 Union Tunnel, which has one single-track bore and one double-track bore.
Baltimore City Police Department continues to lose officers despite new incentives
As crime continues to climb across the city, the number of crime fighters continues to fall. “The police department now is spread thin trying to deal with a number of issues that are significant,” said local law enforcement expert and former FBI agent, Tyrone Powers.

New report claims Baltimore police failing consent decree goals
A new report claims the Baltimore City Police Department is falling short of its federal consent decree goals. One of the tenets of the decree requires officers to get out of their patrol cars more often to engage with the public. But police said they are falling short of that goal because of chronic staffing shortages. Sgt. Regina Richardson tries to walk foot patrol every day. On Wednesday, she patrolled the 3100 block of West North Avenue. It's considered a crime hot spot. She called it a crazy corner.

Fault Lines returns to Baltimore as new details emerge about an elite plain-clothes police unit that, for years, doubled as a criminal gang - robbing residents, planting evidence, and sending countless innocent people to jail.
The unit operated with impunity in part because of the way police complaints are investigated.
In Baltimore - like many other cities - if a police officer is accused of wrongdoing, the complaint is investigated behind closed doors by the police department's own Internal Affairs Division.
Fault Lines investigates how this latest police scandal once again places Baltimore at the centre of a national debate over how and whether police departments can be held accountable to the communities they police.

The former leader of the Baltimore Police Gun Trace Task Force who admitted to taking part in a number of crimes has been sentenced to 25 years in federal prison.
The Baltimore Police Department is releasing the body-worn camera videos from two officers on the scene of an officer-involved shooting that took place on Sunday Nov. 6, 2022. at approximately 3:40 p.m.
BaltimoreCounty is at a crossroads ... For example, our Baltimore County PoliceDepartment has more than 200 vacancies, with several hundred more police expected to retire in the next 18 months.
Investigators from the YorkAreaRegionalPoliceDepartment reported to the insurance company that Montgomery had run through a stop sign and had struck the other vehicles, injuring Montgomery's children in the vehicle, according to the affidavit.
BaltimoreCounty police ... Authorities have not identified any potential suspects and have urged people who have information related to the incident to contact the Baltimore County PoliceDepartment.
