The Baltimore City Council is the legislative branch that governs the City of Baltimore and its nearly 700,000 citizens. It has 14 members elected by district and a president elected at-large; all serve four-year terms. The Council holds regular meetings on alternate Monday evenings on the fourth floor of the Baltimore City Hall. The Council has seven standing committees, all of which must have at least three members.
To qualify for a position on the Council, a person must be 18 years of age, a registered voter, a U.S. citizen, and a resident of Baltimore and the district. If a position on the Council is vacated, a new representative from the Council District is elected by a majority vote of the Council. The President receives an annual salary of $100,450 (as of 2009); other councilmembers get 57,000 (as of 2007).
History
In 1729, the Maryland General Assembly authorized the erection of Baltimoretown on the north side of the Patapsco and appointed a group of commissioners to govern it. In 1797, the General Assembly granted a charter that created the office of Mayor and City Council. The Council was divided into 2 branches, and membership required heavy property qualifications. During its early history the council was composed exclusively of white, non-Jewish males.
Because of the differences in legislation between the States, the exact definition of a City Council varies. However, it is generally only those local government areas which have been specifically granted city status (usually on a basis of population) that are entitled to refer to themselves as cities. The official title is "Corporation of the City of ------" or similar.
Some of the larger urban areas of Australia are governed mostly by a single entity (see Brisbane and other Queensland cities), while others maybe controlled by a multitude of much smaller city councils. Also some significant urban areas can be under the jurisdiction of otherwise rural local governments. Periodic re-alignments of boundaries attempt to rationalize these situations and adjust the deployment of assets and resources.
Local councils in New Zealand do vary in structure, but are overseen by the government department Local Government New Zealand. For many decades until the local government reforms of 1989, a borough with more than 20,000 people could be proclaimed a city. The boundaries of councils tended to follow the edge of the built-up area, so little distinction was made between the urban area and the local government area.
In the Netherlands the municipal council (gemeenteraad) is the elected assembly of the municipality. Its main role is laying down the guidelines for the policy of the council of mayor and aldermen and exercising control over its execution by the council of mayor and aldermen.
The municipal councils range in size from nine to 45 seats, depending on the municipality's population, and are elected by the population every four years. In many municipalities all major political parties contest in the election in addition to local parties. In most major, urban municipalities, all major parties are represented in the city council, while in smaller and more rural municipalities, only the largest parties and a local party have seats in the city council. All citizens and foreigners who live in the Netherlands for at least four years in a municipality have the right to vote and almost all citizens can be elected. Ministers and state secretaries in the national government are barred from standing in elections as well as mayors and civil servants employed by the municipality. After the elections the parties in the states elect the aldermen.
Baltimore (/ˈbɔːltᵻˌmɔːr/, locally: [ˈbɔɫ.mɔɻ]) is the largest city in the U.S. state of Maryland, and the 26th-most populous city in the country. It is the largest independent city in the United States. Baltimore has more public monuments than any other city per capita in the country and is home to some of the earliest National Register historic districts in the nation, including Fell's Point (1969), Federal Hill (1970) and Mount Vernon Place (1971). More than 65,000 properties, or roughly one in three buildings in the city, are listed on the National Register, more than any other city in the nation.
Founded in 1729, Baltimore is the second largest seaport in the Mid-Atlantic. Baltimore's Inner Harbor was once the second leading port of entry for immigrants to the United States and a major manufacturing center. After a decline in major manufacturing, industrialization and rail transportation, Baltimore shifted to a service-oriented economy, with the Johns Hopkins Hospital (founded 1889), and Johns Hopkins University (founded 1876), now the city's top two employers.
Prince Rogers Nelson (born June 7, 1958), known by his mononymPrince, is an American singer-songwriter, multi-instrumentalist, and actor, and has been a major figure in popular music for over three decades. Prince is renowned as an innovator and is widely known for his eclectic work, flamboyant stage presence, and wide vocal range. He is widely regarded as the pioneer of Minneapolis sound. His music combines rock, R&B, soul, funk, hip hop, disco, psychedelia, jazz, and pop.
Prince was born in Minneapolis, Minnesota, and developed an interest in music at an early age, writing his first song at age seven. After recording songs with his cousin's band 94 East, 19-year-old Prince recorded several unsuccessful demo tapes before releasing his debut album For You in 1978, under the guidance of manager Owen Husney. His 1979 album Prince went platinum due to the success of the singles "Why You Wanna Treat Me So Bad?" and "I Wanna Be Your Lover". His next three records — Dirty Mind (1980), Controversy (1981), and 1999 (1982) — continued his success, showcasing Prince's trademark of prominently sexual lyrics and incorporation of elements of funk, dance, and rock music. In 1984, he began referring to his backup band as The Revolution and released Purple Rain, which served as the soundtrack to his film debut of the same name. A prolific songwriter, Prince in the 1980s wrote songs for and produced work by many other acts, often under pseudonyms.

Israeli-Palestinian violence rages as Israeli troops mass along border for possible ground operation
The Israeli military is drafting plans for a possible ground operation into the Gaza Strip this Thursday as violence between the two sides escalates. Israeli forces are continuing to strike Gaza, while Hamas and Islamic Jihad fire rockets deep into Israel. For now, 83 Palestinians and 7 Israelis have been killed since infighting broke on Monday. While countries strengthen calls for de-escalation, an Egyptian delegation has arrived in Tel Aviv to try brokering a truce.

Watch the Moment Al Jazeera are Forced to Broadcast Destruction of its Own Media Offices in Gaza
The Al Jalaa building also houses other media organisations such as the Associated Press & has been targeted by Israeli warplanes with four missiles.
Israel gave “warning” that it will bomb the building that houses Al Jazeera offices and other international media channels in Gaza City in one hour.
Al Jazeera broadcasted live the phone call (on speaker) between Israel intelligence officer & Abu Husam, the owner of the Jalaa building. The owner is telling the Israeli to give the media time to evacuate their equipment from the building, the officer said no.

The international community is calling for an end to the latest conflict between Israel and Hamas militants. The United Nations Security Council is due to discuss the violence in the coming hours. UN Secretary-General Antonio Guterres says he was "dismayed" by civilian casualties in Gaza. Meanwhile there's been yet more bloodshed in the conflict, which is now in its seventh day.
Calling out for survivors. Rescuers pull the injured from the rubble, and retrieve the bodies of those who didn't survive. Several Gaza apartment blocks were bombed in the early hours of Sunday. The human cost is still being counted.Israel says its overnight strikes were targeting a senior Hamas political leader and taking out tunnels and rocket launch sites.
The response from Hamas came quickly. Israel says about half of the militants' rockets have fallen short, or been intercepted by an aerial defense system. But some hit their targets - residential areas such as here in Tel Aviv. One man died when a Hamas rocket struck his house. Others narrowly escaped death.
Israel's destruction of this Gaza building hosting several media outlets has raised international concern. Israel says it was also used by a Hamas intelligence operation. The Associated Press has demanded evidence, and says the world will now know less about what is happening in Gaza.
On Saturday, funerals were held for 10 family members killed in an earlier Israeli strike. Only a baby survived.
Desperate diplomatic efforts are underway to broker a ceasefire, and avoid more such tragedies.
The conflict in the Middle East has brought people onto the streets in cities worldwide -- to protest against the violence. In Germany, thousands have marched in support of the Palestinians.
Campaigners around the world organized rallies to condemn the violence in the Middle East and to commemorate 'Nakba' - the displacement of hundreds of thousands of Palestinians when the state of Israel was created in 1948. Most of Saturday's events were peaceful, although in Berlin police broke up at least one pro-Palestinian gathering and arrested several demonstrators. Still the people made their voices heard.
Elsewhere in the city, a smaller gathering, backing the Israelis. But most of rallies around the world have been in support of the Palestinians. In France, police fired tear gas in an attempt to break up a rally in the north of Paris. Crowds gathered even though city authorities had banned the march fearing an outbreak of antisemitic violence.
There was also solidarity Down Under, with a pro-Palestinian gathering in Sydney. As the renewed violence deepens the rift in the Middle East, many around the world are uniting in protest.

SECRETARY-GENERAL/OCCUPIED PALESTINIAN TERRITORY AND ISRAEL
The Secretary-General is gravely concerned by the serious escalations in the Occupied Palestinian Territory and Israel, including the latest escalation in Gaza, which add to the heightened tensions and violence in occupied East Jerusalem.
He is deeply saddened to learn of the increasingly large numbers of casualties, including children, from Israeli airstrikes in Gaza, and of Israeli fatalities from rockets launched from Gaza.
The Secretary-General’s thoughts are with the families of the victims.
Israeli security forces must exercise maximum restraint and calibrate their use of force. The indiscriminate launching of rockets and mortars towards Israeli population centres is unacceptable.
This spiraling escalation must cease immediately.
The United Nations is working with all relevant parties to de-escalate the situation urgently.
SECRETARY-GENERAL/RUSSIA
The Secretary-General is deeply saddened by the reported deaths of nine people, including seven children, in a shooting today outside a school in the city of Kazan in the Russian Federation. He strongly condemns this act of senseless violence and expresses his deepest condolences to the victims’ families, as well as the Government and people of the Russian Federation. He wishes those injured a speedy and full recovery.
MOSCOW
Later today, the Secretary-General will travel to Moscow at the invitation of the Russian Government. There, he will meet Foreign Minister Sergei Lavrov and other senior government officials.
On Thursday, Mr. Guterres will receive an honorific doctorate from Moscow State Institute of International Relations. While there, he will also meet with young participants of the Moscow model UN.
