Sir Andrew Foster (born, 29 Dec 1944) is British public servant who was knighted in 2001 for his services to the health and government services.
Career and appointments
Sir Andrew's appointments have included Executive of the Audit Commission for England and Wales from 1992 and 2003, Deputy Chief Executive (NHS), Director of Social Services (North Yorkshire County Council), Deputy Chairman (Royal Bank of Canada) and Advisor to the Chancellor of the Exchequer on Public Service. In 2005, he presented a comprehensive report on the English further education system, entitled "Realising the Potential".
Andrew Jackson Foster (1925–1987) was a missionary to the deaf in Ghana, Rwanda and other countries in Africa from 1956 until his death in 1987. In 1954, he became the first Deaf African American to earn a bachelor's degree from Gallaudet College and the first to earn a master's degree from Eastern Michigan University. He soon earned a second master's degree from Seattle Pacific Christian College (now called Seattle Pacific University). He founded Christian Mission for the Deaf African in 1956 and eventually set out for Accra, Ghana, where he established the first school for the deaf on the entire continent of Africa.
Andrew Foster was born in Ensley, Alabama, the son of a coal miner. His parents were Wiley and Veline. He and his younger brother Edward became deaf through spinal meningitis in 1936. Educational opportunities for African Americans in that era prevented him from achieving more than a sixth-grade education. At the age of sixteen, he moved to Detroit, Michigan to live with his aunt and attended Bethany Pembroke church where he later committed his life to the call of Christ. He completed high school through a correspondence course with an American School in Chicago, Ill in 1951.
Foster was born in Enterprise, Ontario, the son of Andrew Foster and Annabella Victoria Boddy, and was educated in that province. He worked as a farmer.
He was first elected to the Manitoba legislature in the 1922 provincial election. Running as a candidate of the United Farmers of Manitoba (UFM) in the Killarney constituency, he defeated his Conservative opponent G.W. Waldon by 202 votes. The UFM unexpectedly won a majority of seats in this election, and formed government as the Progressive Party. Foster was a backbench supporter of John Bracken's government.
In the 1927 provincial election, Foster lost to Conservative candidate John Laughlin by 255 votes. He was returned to the legislature in the 1932 election, defeating Laughlin by 90 votes. Prior to this election, the Progressive Party had formed an electoral alliance with the Manitoba Liberal Party, and government members became known as "Liberal-Progressives". Foster again served as a backbench supporter of Bracken's ministry.
