Slightly more than two-thirds of Polish consumers (67.7%) plan to reduce spending on Easter groceries compared to the previous year compared to 63.7% last year, a report by UCE Research and the Blix Group showed.

This year, 29% of Poles plan to spend an average of up to PLN 200 per person on Easter food shopping, 26.4% of Poles will spend PLN 200-300, and 16.5% will spend PLN 300-400. Many people will be looking for substitutes for some products, but the prices for them have increased as well, the report noted.

The GfK Consumer Mood Barometer, i.e. a synthetic indicator illustrating the current mood of Poles in terms of consumer attitudes, amounted to minus 5.9 in October and fell by 1.9 percentage points compared to the previous month.

The study was carried out on October 8-13, 2021, on a quota, representative nationwide sample of n = 1000 people.

The barometer can take values from -100 to +100 and it is the balance between positive and negative opinions. A positive barometer value indicates that in a given survey wave, the number of optimistic consumers outweighs the number of pessimistic consumers. A negative value of the barometer means that the proportion is inverted.

The barometer is an aggregated indicator commissioned by the European Commission, calculated since 1985. Currently, the index covers 27 countries. The data for Poland comes from a GfK study co-financed by the European Commission.

After an in-depth analysis, I decided to sign the amendment to the Code of Administrative Procedure adopted by the Sejm and Senate, President Andrzej Duda said in an interview with PAP.

The amendment to the CAP was passed in June. PAP asked the president on Saturday for a decision in this matter. As Andrzej Duda replied, "he made a decision today on the bill, which has been the subject of a lively and loud debate in the country and abroad in recent months," and signed an amendment to the Code of Administrative Procedure.

The president also expressed his conviction that "with the signature, the era of legal chaos ends – the era of re-privatization mafias, the uncertainty of millions of Poles and lack of respect for the basic rights of citizens of our country". As he added, "he believes in a state that protects its citizens from injustice."

“I am glad that despite the heated political disputes that accompany us on a daily basis around these changes, which are extremely important from the point of view of Polish women and Poles, we have managed to build a political consensus. Half of Ukrainians spend a maximum of three months in Poland, and almost one in three comes for six months, according to the Personnel Service's Polish Labor Market Barometer. It is a derivative of the most popular declaration procedure among Ukrainians, which allows them to work for six months a year. This model of migration is not optimal from the point of view of employees and employers. The latter has been calling for changes for several years. Now it can be done. The new draft migration policy draws attention to the problem of the short duration of migration and focuses, inter alia, on supplementing the shortages on the labor market with foreigners with high qualifications, whose employment for a short time does not make sense.

Economic immigration to Poland is mainly short-term and circular. The Polish Labor Market Barometer shows that 47 percent of the staff from the East spend a maximum of three months with us, 30 percent come for a period of 3-6 months, 14 percent work in Poland for 6-12 months, and only 4 percent for over a year. It can be seen, however, that Ukrainians have gotten used to coming to Poland to earn a living, which is why most of them have visited our country more than once in the last five years (71 percent). Moreover, 65 percent of them declare that they intend to come here to work again.

“The consequence of the short-term and circular migration model is employing workers from Ukraine at a lower level. The possibility of working legally for only six months means that many companies do not find it profitable to invest in training staff from the East for higher positions. However, a constant upward trend can be seen when it comes to offering employees from beyond the eastern border better job offers. In 2019, specialized positions were occupied by 4 percent of working Ukrainians, in 2020 already 9 percent, and in 2021 we exceeded 12 percent. If the new draft migration policy is implemented, these indicators will go up,” Krzysztof Inglot, President of the Management Board of Personnel Service, said.

According to the report commissioned by the Polish Smog Alert, the inhabitants of the largest cities expect from local governments in terms of transport and how the pandemic affected the ways of traveling in agglomerations. The views of all respondents are quite similar – the statistics show only a slight discrepancy in responses between cities, therefore one can speak of one common view and generalize the conclusions drawn from the report. Most people support public transport and declare their willingness to use public transport - but on the condition that it is fast, passenger-friendly and comfortable. It is these features that are most important to Poles.

“Ticket prices are not the most important issue for residents of large cities – but punctuality, travel time and comfort. This can be achieved in various ways,” Piotr Siergiej from the Polish Smog Alert said.

“Poles support such solutions as, for example, bus lanes – that is, separate road lanes only for buses. We have got used to the fact that the voice of drivers seems to be the loudest and most significant at the same time - while cities are primarily pedestrians. The study shows that the biggest problem of Polish cities is traffic jams – residents do not like traffic jams and cars in cities, it bothers them. At the same time, they want to reach their destination quickly and comfortably. What remains is public transport – which the public supports, but under these conditions. Hope rests in local governments that can change their transport policy in favor of public transport and get rid of the most polluting cars from the city centers of their cities,” Siergiej analyzed.

In the first quarter of this year, the Ukrainians left PLN 453 million in the wallets of entrepreneurs in Poland. This is three times less than a year ago when the expenditure amounted to PLN 1.48 billion, according to the latest data of the Central Statistical Office. Such a large decrease is the result of the ongoing pandemic and the resulting difficulties at the borders. Personnel Service experts indicate that we should see an increase in expenses in the coming quarters, which will be largely the result of a low base. We will not come close to the level of expenses recorded before the pandemic when in 2019 Ukrainians spent almost PLN 7.8 billion in Poland. In the pandemic 2020, these expenses dropped to PLN 2.6 billion and this year they will probably oscillate around this amount.

The latest report of the Central Statistical Office shows that in the first quarter of this year. foreigners crossed the Polish border 20 million times, which is 42.3 percent less compared to the previous year. The decline is largely the result of the ongoing pandemic – a year ago, restrictions related to border traffic did not start until the end of March. Currently, border traffic is still limited.

The average rent debt of a private person amounts to PLN 20,000, and of the company exceeds PLN 37,000. Between January 2020 and January this year, the rent arrears alone, visible in the register, increased by PLN 20 million to PLN 175.6 million. About PLN 15.7 million of this amount belongs to companies that rent premises. Although the debt increased, the number of debtors fell from over 9,100 to 8,500 people and companies.

"The smaller number of debtors for rent is the result of their increasing mobilization by managers of residential and commercial premises. The Orange Foundation’s campaign, "Don’t Scroll Through Life," highlights the importance of maintaining digital hygiene, especially during the holiday season, which is a good time for reflection.

“Scrolling has become a universal habit that affects all of us. We scroll everywhere – on public transport, during meetings with loved ones, and even at work or business meetings. Essentially, a screen is always within reach,” Anna Kowalik-Mizgalska, President of the Orange Foundation, said.

The youngest users, particularly Generation Z, spend the most time online, averaging nearly four hours daily. Over 70 percent of this time is dedicated to mobile apps.

The EU's free trade agreement with Mercosur, encompassing Argentina, Brazil, Paraguay, and Uruguay, has raised concerns among European farmers, including in Poland.

While the deal could open markets for EU processed food exporters, it poses challenges for local producers of poultry, beef, sugar, and cheese due to increased competition from South America. The influx of lower-cost imports may pressure prices and market shares.

Poland and France oppose the deal, citing risks to domestic agriculture, and are working to build a coalition to block its approval. Economists suggest renegotiation may address these issues.

President Andrzej Duda has signed an amendment to the Waste Act, increasing funding for the Database on Products, Packaging, and Waste Management (BDO) for 2025-2027. The amendment allocates 64.35 percent of registration and annual fees collected by provincial offices to the National Fund for Environmental Protection and Water Management (NFOŚiGW) to support BDO operations. It also raises the maximum expenditure limits from NFOŚiGW for BDO-related purposes during this period.

Additionally, the amendment reduces the retention period for personal data in BDO from 100 years to 10 years, deemed sufficient for verification by control authorities. Access to BDO has been extended to the National Revenue Administration to enhance oversight and detection of fiscal offenses related to waste management and to the Institute of Environmental Protection for tasks related to BDO development.

The law is set to take effect on January 1, 2025, with certain provisions becoming effective the day after its official publication.
