You gentlemen have reaped the extraordinary financial and political benefits of developing weapons with the sole purpose of annihilating the Earth. Your fortunes depend on your ability to concoct new ways of exterminating mankind and, luckily, the powers that be have been behind you so far. However, there are those out there more interested in developing stronger international bonds in the hopes that it will precipitate peace. These people are the aberrations in a culture of war we in this room wish to propagate. So we must fuel the fires of war now, gentlemen!

Mongers are villains who promote specific activities, situations and/or feelings that can be undesirable, infelicitous and discreditable to the public masses. Whether it be through fear, hatred and/or conflicts (mostly war), they peddle it to get what they want. The worst kinds are generally those who do it for fun or pretend to care about others in order to envoke sympathy. Through any of these means, these villains pose a serious threat to the characters in the stories they are in.
