Top Notch is a Black Panther an old friend to Alton Williams who Franklin Saint hired to investigate Reed Thompson.
Biography[]
Aside from being in the Black Panthers, not much is known about him except Alton trusts him in hiding and investigating people he suspects are bad news. Top Notch was able to provide photos and information on the CIA asset claiming to be Reed Thompson. He has connections with the Cubans and suggested to the Saints to flee there should anything go wrong and to shake the crosshairs. He was able to provide Cissy and Alton passports to Cuba now that Alton was on Teddy's radar. Franklin then requested him to track down Peaches after he betrayed the Family as well as tracking down members of Teddy's family. He was also hired to forge documents for Oso and his family. After Franklin became unhinged and Vee cleaned out his accounts, Franklin hired Top Notch to track her down but Top Notch not only refused, but decided to cut ties with Franklin, as well as provide him with information on where to find Peaches.
