As the Prime Minister of India, Lacont represented her country during a meeting held by the Global Repatriation Council in New York City prior to the vote of the Patch Act. During the talks, Lacont insisted on the consequences that such a law would have in terms of public image, and reminded that the camps that had been set to welcome back refugees were still lacking resources. In that regard, she was not entirely in line with the American representative at the GRC.[1]
Due to the meeting being infiltrated and sabotaged by the Flag Smashers, the meeting room was plunged in the dark, leaving Lacont and the other attendants puzzled. As gas was spread into the meeting room, Lacont joined the crowd in order to flee the room. She attempted to evacuate the building and was able to get into a secure van, unaware that it was a trap orchestrated by the Flag Smashers, locking Lacont and the others inside the vehicles, which were hijacked by Karli Morgenthau and her followers.
As the van she was in was set on fire by the Flag Smashers, Lacont began to panick, but she was eventually saved by the Winter Soldier who forced through the lock and was able to release the hostages. Once the battle was ended with Morgenthau's death, Lacont informed the new Captain America that the GRC would proceed with the votes and the relocation of refugees. However, this decision was harshly criticized by Captain America who publicly voiced his opposition to how the GRC had worked so far and convinced them to find another solution to solve the crisis, lest they risk facing a reincarnation of the Flag Smashers.[2]

- GRC New York Headquarters: As the Indian representative for the Global Repatriation Council, Lacont would join meetings held at the organization's headquarters, like she did to take part in talks prior to the ratification of the Patch Act.
