      tl;dr: Moore’s law end means there is little or no improvement to have in single core hardware architecture. That does not mean we can’t improve the performance of software. Indeed, there is many software optimizations, and more generally improvements to be done in the top of the stack in the code of software. It has been demonstrated that algorithmic improvements to have similar effect on performance than smaller transistors, that is, doubling the performance every six month, the difference is improvement happenned in steep step.
