Oppenheimer is not a movie about a bomb, it's about the man. It uses Oppenheimer as a representation of all creative individuals who have potential and the threat of that potential being used wrongly. He's shown as a humble creative and ambitious young physicist, and we get to experience him being put through the meat grinder of American bureaucracy. He represents the entire concept of individuality and the American government is the emotionless machine that uses and abuses individuals and their imagination. It takes ambition and creativity and turns it into war power and money. In a way, the nuclear bomb is used as a kind of representation of artistic potential and the way it's immediately taken from him and used in war is the perfect mirror of how Oppenheimer himself was used.
