Judy Horowitz LLM Scholarship Fund
Judy Horowitz worked closely with four Deans to build a top-notch International Studies program at Duke Law. The Horowitz LLM Scholarship Fund was created to honor Horowitz, and provides a permanent source of funds for full and partial scholarships every year to a deserving student who will have a positive impact on their countries and regions.
Jennifer Maher LLM Scholarship Fund
This fund allows Duke Law to offer scholarships to outstanding LLM candidates. Each year, hundreds of qualified candidates apply for these scholarships to offset the cost of tuition. The need for donors continues to increase, so that Duke Law can continue to attract the most qualified and deserving students and maintain the reputation of the Duke LLM degree.

Judge Tayeba Mohammadi Parsa LLM '25, Recipient of the Jennifer Maher LLM Scholarship
Tayeba Mohammadi Parsa is no stranger to injustice or discrimination. As a member of the ethnic Hazara minority, growing up in Afghanistan and Iran, she had experienced a great deal of mistreatment from peers and elders alike. These experiences spurred Tayeba towards a career in law. After excelling in her legal studies, she eventually became a judge in Afghanistan, where she worked to expose and uproot corruption, reduce inequality, and offer justice for all. Following the Taliban takeover of Afghanistan, she was forced to flee her homeland. Unable and unwilling to abandon her calling as a lawyer, Tayeba decided to continue her education in the United States. Before joining Duke’s LLM program, she spent a year at Duke Law School as the inaugural Bolch Rule of Law Judicial Fellow.
Medhaka Fernando LLM '25, Recipient of the Judy Horowitz LLM Scholarship
Medhaka Fernando began his legal career in a rather unlikely place: a Scrabble tournament. An enthusiast of the vocabulary-building board game, he was shocked by the disparities between players from nations like his own, Sri Lanka, and more developed countries like New Zealand. Though he lost, Medhaka learned a valuable lesson that he has applied to his legal career: that to be successful, one must have a strong institutional structure. Throughout university, he worked to maintain and strengthen his legal skills, using them as a foundation for a successful academic and professional legal career. Following an appellate clerkship with the now Supreme Court Justice of Sri Lanka, Medhaka joined the Attorney General’s Office. In his most recent role as Senior Counsel, he represented Sri Lanka before the International Centre for Settlement of Investment Disputes (ICSID) and was part of a legal team charged with negotiating a Free Trade Agreement with Thailand and India.
Snir Geuli LLM ’23, Recipient of the Moskovitz & Stern Scholarship
Snir Geuli earned his law degree from the College of Management Academic Studies in Israel and began his legal practice as an articled clerk with Yigal Arnon & Co. Prior to joining Duke Law School, he led merger and acquisition transactions as an associate with Meitar, Israel’s leading international law firm, for close to three years. While at Duke Law, Snir focused on strengthening his corporate knowledge, which has led him to Atlanta, where he will join Morris, Manning & Martin, a full-service law firm with international reach.
