Most recent edit seems to assume that either the Americans won the war of 1812 or that Paul Gross's The Trojan Horse was a documentary and that Canada is now part of the United States. Canon says that Native Americans were on the land first and then the Europeans came - the wizards coming to North American with the no-maj. So far JKR is treating No-Maj history as peripheral to wizarding history - so one should assume, unless/until JKR indicates otherwise, that no-maj history is not different than how it happened in real life. New France (now Quebec) predated the existence MACUSA - wizards coming with no-maj from France settled there. In the Harry Potter books, French from France wizards and British wizards had different ways of doing things - see Molly and Fleur. We know that MACUSA covered the USA - we don't know how things were done in either New France, Upper and Lower Canada or the Dominion of Canada - or even how the Native American wizards governed themselves before and after the Europeans came.
