The building is the headquarters for the Roxor International in Vice City. The skyscraper is the third tallest building in Vice City. The rooftop is inaccessible to the player due to the height limit of aircraft.
In Grand Theft Auto: Vice City Stories, a health pickup can be found at the entrance of the building. In addition, a red balloon can be found attached underneath the front left of the building.
