  • bump copyright year to 2025

SKIP

  • 2.13.x already has:
    • Update sbt, scripted-plugin to 1.10.7 in 2.12.x
  • I'll submit a separate forward-port:
    • do not build the spec during PR validation
    • no more Travis-CI for PR validation, use GitHub Actions

doing so is overkill. it's fine to just build the spec nightly.
spurious failures are vastly more common than real failures in this.

Update sbt, scripted-plugin to 1.10.7 in 2.12.x
in the usual places. based on 567412d, and verified with
`git grep -w 2024`
