Side affect of running the script, because before they were manually undone. I think if they're not going to be looked at, they should get hoisted to the main file and document why like in #23811 |

These two cops... - Style/ClassAndModuleChildren - Style/Documentation ...were accidentally activated during re-generation of the todo script: mastodon#24076 (comment) This change disables them in the main config, and rolls back the file exlusion listing in the todo file.

Cherry-picking the first commit from #23963 to undo some of the manual changes to the todo. This removes some of the noisier changes to the file, so
bundle exec rubocop --regen-todocreates a fresh todo based on the current repo files
