Based on the difference between power generation and power usage, yes. The leftover comes out of the kinetic energy of the generators spinning (a deficit slows them down, excess speeds them up).

There are control systems that try to keep them as close to 50Hz or 60Hz as possible, but in the short term you get wobbles.

You're missing a trick - if a logic bug *could* do this, various governments will request and require that the logic bug be re-added.

If you want end-to-end encryption, this isn't it.
