Not at all the case in the US:

* Where congress doesn't continuously create wars that kill 100's of thousands of innocent people, just so they can grift money from the MIC.

* Where congress doesn't turn its back on the nation it represents just to collect lobby funds.

* Where political elites do not weaponize the judicial system to censor or imprison those who dissent or interfere with their income streams.

I won't advocate for the idea of acquiescing to the criminals, but making the act of paying a ransom illegal sounds Orwellian and a lot like the sad, general trend that Western liberal countries are already heading in with restricting our freedoms and controlling more of our lives.

Well, the only thing I know from the article is that two senators got rich.
