The entire document is about update to the IANA PCE Communication Protocol (PCEP) registration procedures to use "IETF Review" and also to allow for experimental error codes. Changes to the IANA registration process doesn't affect Security Considerations of PCEP and its extensions. However the document correctly talks about risks of handling of experimental error code points.
