National Contact Point for Knowledge Transfer and Intellectual Property (NCP-IP)

To coordinate national knowledge transfer activities and to manage contacts with like institutions in other Member States, a National Contact Point for Knowledge Transfer and Intellectual Property (NCP-IP) was established pursuant to the Commission’s recommendation in 2009 and to the decision of the Austrian Council of Ministers in 2010.

In a comparison of how different countries implemented the “Recommendation on the management of intellectual property in knowledge transfer activities and Code of Practice for universities and other public research organisations”, Austria fared extremely well, ranking first among all observed countries [Study of the European Commission on the Implementation of the IP Recommendation (2010-2012)]. The analysis showed that Austria has already undertaken or at least planned measures to improve knowledge transfers for 93 percent of the recommendations from the European Commission. This puts Austria far above the European average of 53 percent and ahead of the United Kingdom (87%) and Germany (78%). If only implemented measures are counted, Austria ranks second with 85 percent behind the United Kingdom in a comparison of the countries surveyed (average of all observed countries: 48%). The results indicate that knowledge transfer is considered a highly significant policy issue in Austria (Knowledge Transfer Report 2010-2012).

The NCP-IP strengthens collaboration between science and business through targeted measures and supports universities and public research institutions in dealing professionally with intellectual property rights (e.g. IP training courses, workshops, events, representation of Austria on European bodies).

Support for the Intellectual Property Agreement Guide (IPAG) project is part of NCP-IP activities. For the first time, this project has developed online standardised model agreements on technology transfer with the help of universities, non-university research institutions, industrial firms and SMEs. The model agreements are available in German and English to the general public free of charge via an online portal and cover all areas of technology transfer in which research institutions and business enterprises collaborate with each other (e.g. licence agreements, material transfer agreements, patent purchase agreements or research and development agreements).

Since its establishment, the National Contact Point for Knowledge Transfer and Intellectual Property has staged about 50 events for representatives from the realms of science, research and business to intensify networks between science and business and further strengthen trust-building efforts. In the implementation of its Open Innovation Strategy, the Federal Government formed a task force to draw up a guide outlining fair rules for knowledge transfer in open innovation processes by 2019. Austria Wirtschaftsservice (aws) and the Austrian Research Promotion Agency (FFG) carried out the operational implementation.
