The North Carolina State Controller is an appointed state executive position in the North Carolina state government. The controller is the state's chief fiscal officer and head of the Office of the State Controller. The controller's office is located within the Department of Administration, but exercises its statutory power indepently of the secretary of administration.[1]

The controller works with fiscal officers throughout state government to ensure the reliability, accountability, and efficiency of the state's fiscal operations. The office's mission is "to protect the financial integrity of the State and promote accountability in an objective and efficient manner."[2]

Current officeholder

The current North Carolina State Controller is Nels Roseland (nonpartisan). Roseland assumed office in 2022.

Authority

The controller's authority is derived from Chapter 143B, Article 9 of the North Carolina General Statutes.

Chapter 143B, Article 9:

There is created the Office of the State Controller. This office shall be located administratively within the Department of Administration but shall exercise all of its prescribed statutory powers independently of the Secretary of Administration.[1]

Qualifications

Chapter 143B, Article 9 of the North Carolina General Statutes establishes the qualifications of the office:

The State Controller shall be a person qualified by education and experience for the office ...[3]

Appointments

The controller is appointed by the governor and confirmed to a seven-year term by the General Assembly of North Carolina. Should the governor not submit an appointment before May 1 of the year a controller is to be appointed, an appointee is selected by the speaker of the House and president of the state Senate.[3]

Vacancies

Details of vacancy appoints are addressed under Chapter 143B, Article 9 of the North Carolina General Statutes.

If the office of controller is vacant, the governor is given four weeks to submit a nominee to fill the unexpired term to the General Assembly of North Carolina for confirmation. If the governor does not do so within that time, then the speaker of the House and president of the Senate nominate a new controller.[3]

Duties

The controller works with fiscal officers throughout state government to ensure the reliability, accountability, and efficiency of the state's fiscal operations.[2] Additional duties include, but are not limited to:[4]

  • Prescribing, developing, operating, and maintaining a uniform state accounting system for all state agencies;
  • Maintaining complete financial records setting out all revenues, charges, balances, transfers, outstanding voucher, and encumbrances for all state funds;
  • Making appropriate reconciliations with the balances and accounts of the state treasurer; and,
  • Preparing a quarterly report on the financial condition of the state.
