In Minnesota, there is one primary agency involved in campaign finance regulation: the Minnesota Campaign Finance and Public Disclosure Board. The agency administers and enforces Minnesota's Campaign Finance and Public Disclosure Act.[1]

Authority

The Minnesota Campaign Finance and Public Disclosure Board is authorized to administer and enforce the state's campaign finance law. This includes overseeing campaign finance reporting processes for candidates and political committees. In addition, the agency is authorized to investigate alleged violations of the law. The agency may also levy civil fines against violators of the law. Criminal matters are not handled by the board; instead, such matters are prosecuted by city and county attorneys.[1][2]

Organization

Created in 1974, the Minnesota Campaign Finance and Public Disclosure Board is led by a governing board. This board comprises six members, all of whom are appointed by the governor. Appointees must be confirmed by three-fifths votes in both the Minnesota State Senate and the Minnesota House of Representatives. Two board members must be former legislators, each belonging to a different political party. Two members must have never held public office. The final two members must belong to different political parties. No more than three board members may belong to the same political party. Members serve four-year terms.
