Biography

Mark Gosnell earned a bachelor's degree in biology from the University of Delaware in 1992, and an M.D. from the Medical College of Pennsylvania in 1997. Gosnell's career experience includes working as a medical doctor. Gosnell serves on the board of directors for the Pulmonary And Critical Care Associates of Baltimore.^[1]

Honestly, I have always found something to admire from every working man and woman I’ve met. Most of us are trying to earn enough to see a safer, prosperous future for our family. I will never forget the importance every tax dollar holds.
For political role models, Jimmy Carter is a man with conviction and wisdom. I’ve enjoyed watching how he lives a full life providing for others.

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

I’ve always believed in the quote attributed to George Washington. “I’d rather be on my farm than emperor of the world”
We were meant to have smart and thoughtful candidates every two years in our US Congress. I am not a career politician, I am a doctor with a contribution to make to the country I love.

What characteristics or principles are most important for an elected official?

What qualities do you possess that you believe would make you a successful officeholder?

I am not distracted by fundraising. I am here to work on legislation and make progress where others fail. My job in medical intensive care was to quarterback the total care with consultants, tests and insight. I also look forward to enlisting my constituents as the ultimate lobbyists to help find support for our districts priorities.

What do you believe are the core responsibilities for someone elected to this office?

Make progress on legislation that improves the lives of my neighbors and their families.
Work to be involved in committees and demonstrate a voting record that reflects our convictions. I remain accountable for the decisions I make. I’ll put in the time every day to remain prepared and energetic.

What legacy would you like to leave?

Invigorate Baltimore with improved education for our young people leading to less crime, improved workforce and better decisions about involvement in drugs and gangs.

I hope to be a part of a congress that improves access to all for healthcare.

My legacy would include term limits to renew and refresh debate.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

The bicentennial. In Baltimore it was a wonderful spectacle. I was six and went to the harbor to see the fireworks and the ships. I imagine Baltimore as a destination for tourism and history. We have a rich history that should remain a source of pride. The time left me feeling patriotic and united. I want to work to heal the divisiveness that has entered our political debates.

What was your very first job? How long did you have it?

I was a paperboy in Dundalk. I was 13 years old. I would deliver the papers some mornings at 6:00am after putting the large Sunday section together. It was very heavy and I was thin and had a hard time. I would try to collect money and some people wouldn’t answer the door to pay. I think I lost money some weeks. I will always respect hard work and never forget my blue collar roots. My father died when I was nine. He worked at Eastern stainless steel. My parents never went to college but they were smart, resourceful and loving. I will always maintain their work ethic through every step, out of respect for their sacrifice.

What happened on your most awkward date?

I suppose it would be a date that turned out not to be one. I’m afraid I got some mixed signals and although I was smitten it turns out It ended up as a very platonic night out. I’m pretty sure the term ‘friendzone’ was subsequently invented.

What is your favorite holiday? Why?

Christmas

What is your favorite book? Why?

The first American
Biography of Benjamin Franklin. A man whose love of inquiry, mischief and science is enthralling. From bifocals to improved stove design to papers on electricity to political maneuvering to keep our revolution solvent. I admire such genius when at the time, it was often thought you’d need breeding and blood lines to make your mark on history. He was a self made man. Precocious and prescient. A very model of our ‘first American’

If you could be any fictional character, who would you want to be?

Sherlock Holmes of course. With an eye for detail and written by a doctor, it holds timeless appeal. I suppose, to be clear, I don’t condone his use of stimulants or narcotics but instead prefer to
focus on his other qualities.

What is your favorite thing in your home or apartment? Why?

We have a seat on the porch which looks out on a pasture. It is not uncommon for our goats to escape their fence and graze on the lawn. It is relaxing and surreal. I work in a busy intensive care unit with a constant cacophony of alarms, but on that seat it’s calm and I can recharge my batteries.

What was the last song that got stuck in your head?

Bohemian Rhapsody. We saw the movie. I know all the words. I know the harmonies. I’ll sing it now if you’d like....

What is something that has been a struggle in your life?

I wish I were better at keeping in touch with good friends. I have been blessed to meet great people and to their credit, when I see them again we hit it off right away. I should try and get together more often. We all have children and careers and housework. I try not to live with regrets but this may be one I have and hope to change.

What process do you favor for redistricting?

Combined committee democrat, republicans and independent. Odd number (9-17)

Residents are from surrounding districts selected from the population by application and subsequent election during census year.

Overseen by judge within the district appointed by governor.

What qualities does the U.S. House of Representatives possess that makes it unique as an institution?

Obviously the diversity and number of it’s members. I am hopeful that among our group we form the collegial atmosphere that allows progress to be made when our predecessors put up roadblocks. I’m not waiting for a more favorable majority — I’m making progress with my colleagues. Our country will move forward, not look backward.

Do you believe that it's beneficial for representatives to have previous experience in government or politics?

Yes, but not mandatory. Just as my colleagues in medical school with biology majors initially had an edge over philosophy majors. Then you get to work, you build relationships, you surround yourself with good people and you study. Our body of government is never about one person. In medicine it’s just as important to admit when you don’t know something as it is to have knowledge.

What do you perceive to be the United States’ greatest challenges as a nation over the next decade?

Our country is divided and some politicians relish the chance to drive a wedge between us. We need to reaffirm our identity as a nation of immigrants who are a beacon of hope to the downtrodden. We will take back our country for those who think we are better when hate and fear drive debate. I believe this in my core and am driven by this to join the US house in 2020.

If you are not a current representative, are there certain committees that you would want to be a part of?

Any committee debating health care access and cost.
I have scientific expertise and interest in how research should be funded for medicine, the space program and military.

Do you believe that two years is the right term length for representatives?

No. I believe four years should be considered with a three year term limit.

What are your thoughts on term limits?

See above. I believe in term limits for senate and congress. We should take the time to re examine the presidency and how removal from office related to medical or psychiatric disability can be secured.

If you are not currently a member of your party’s leadership in the U.S. House of Representatives, would you be interested in joining the leadership? If so, in what role?

Yes. If chosen I would be willing to garner votes for health/education committee or with science, space and technology.

Is there a particular representative, past or present, whom you want to model yourself after?

Elijah Cummings is my incumbent. I respect him enormously. I only ask now for the opportunity as he enters his 24th year that he step down. I want to energize our district with a clear directive. I’m hoping to fulfill my role with the same integrity and compassion that he maintained.

Both sitting representatives and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?

An older woman was discussing the end of her life and what decisions she should make about resuscitation in the event of a sudden cardiac arrest. A standard question that I needed to clarify ...whether she would want CPR or a respirator. She declined to accept either based on her concern for a large bill her family would need to pay. How unthinkable that she considered money when deciding on her life or death. Now, she wasn’t telling me this because I was going in to politics, but it is one of the reasons nonetheless.
