Frank J. Mautino is the Illinois Auditor General. Mautino assumed office on January 1, 2016. Mautino's current term ends on January 1, 2026.
On October 6, 2015, the Legislative Audit Commission nominated Mautino to replace retiring auditor general William Holland.[1] On October 20, 2015, Mautino was confirmed by the Illinois General Assembly; the Senate voted 55-0 and the House voted 102-10.[2]
In July 2016, a group of Republican lawmakers began calling for Mautino to resign over issues regarding his campaign finance expenditures during Mautino's time in the state legislature.[3]
Mautino is a former Democratic member of the Illinois House of Representatives, representing District 76 from 1991 to 2015. [4]
Biography
Mautino earned his A.A. from Illinois Valley Community College in 1983 and his B.S. in marketing from Illinois State University in 1985. He previously attended Western Illinois University in 1981. His professional experience includes working as a corporate brand manager, driver, and warehouseman for Mautino Distributing Company.[4]
Political career
Auditor General (2016-present)
Mautino was nominated by the Legislative Audit Commission of the Illinois General Assembly to replace the outgoing auditor general on October 6, 2015. On October 20, 2015, Mautino was confirmed to a ten-year term in a bipartisan vote by both houses of the state legislature.[5]
Calls for resignation or removal
In January 2016 shortly after Mautino was sworn in, he fell under criticism regarding questionable expenditures from his campaign fund during his tenure in the state legislature. Instances of spending that are in question include $200,000 expended at a single service station over a 10-year period and $250,000 since 1999 in payments to a local bank. The Illinois State Board of Elections said that they were "seeking clarification" on the payments to the bank; "they clearly are not expenditures to the bank," said a spokesman for the board.[6][7]
Mautino released a statement saying that he had "fully disclosed and reported all spending by the campaign in compliance with Illinois campaign finance and disclosure laws."[6]
In July 2016, a group of Republican lawmakers began calling for Mautino to resign over the issues regarding campaign spending during his tenure. Representative Tim Butler (R) explained his decision to push for Mautino's resignation: "He's been very unresponsive to requests about this particular issue. He's basically ignored a lot one the requests we've made as members of the General Assembly, the people that hired him into this job."[3]
On July 13, 2016, Rep. Dwight D. Kay (R) introduced a resolution in the Illinois House of Representatives to remove Mautino as auditor general. When it was first introduced, the bill had 14 co-sponsors.
Mautino was also given a deadline of July 24, 2016, by the State Board of Elections to file amended campaign finance reports pertaining to the expenses in question. His office had earlier requested that the board delay the inquiry due to an ongoing investigation by the U.S. Attorney's Office in Springfield, which they denied.[8][7] On May 15, 2017, Mautino was issued a $5,000 fine by the board.[9] As of August 2017, the federal investigation of Mautino's campaign expenditures remains ongoing.[10]
The $5,000 fine was appealed before the Illinois Fourth District Appellate Court by David Cooke, the Illinois resident who had originally brought the complaint before the Board of Elections. Cooke asked that the court rule on the allegations that Mautino had improperly spent campaign funds at a local bank and service station. The board did not address these charges in its ruling since its members were split 4-4 on whether the spending was appropriate, instead handing down the $5,000 fine for failing to release financial information on time.[11][12]
Illinois House of Representatives (1991-2015)
Mautino served as a Democratic member of the Illinois House of Representatives from 1991 to 2015. During his tenure, Mautino served as deputy majority leader and previously as assistant majority Leader.[4]
Tax hike bill, 2011
Rep. Mautino argued against an increase in the state income tax. He pointed to the millions of dollars of new spending for schools as just as problematic as the 75 percent income tax increase.
"The main concern is that there can't be any new spending," said Mautino. "All of our members know that the structural deficit here is equal to a two percent income tax [hike]."[13]
Craft brewers
In May 2011, the Illinois House unanimously passed a measure, sponsored by Mautino, that would allow craft brewers to distribute their own beer.
“(The measure) grants a limited option to Illinois and out-of-state start up breweries, defined in the bill as craft brewers, to self-distribute beer products pursuant to a permit issued by the Liquor Control Commission,” said state Rep. Frank J. Mautino.
Senate Bill 754 would allow craft brewers that manufacture up to 465,000 gallons of beer per year to distribute not more than 232,500 gallons of their own beer in that same year.
Although the measure had all of the representatives’ support, state Rep. John E. Bradley said this proposal is a Pyrrhic victory for craft brewers.
“We have several of these small businesses throughout the state, in particular in my area, and I support their growth and their attempts to do business within the state,” Bradley said. “However I don’t think that this is going to settle the litigation, which is taking place throughout the state.”
Anheuser-Busch has taken Illinois to court for interfering with the beer company’s distributor licenses.
The measure left for the governor’s desk on May 23, 2011.[14]

Elections
2014
Elections for the Illinois House of Representatives took place in 2014. A primary election took place on March 18, 2014. The general election was held on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was December 2, 2013. Incumbent Frank J. Mautino ran unopposed in the Democratic primary, while Jerry Lee Long ran unopposed in the Republican primary. Mautino then defeated Long in the general election.[15][16][17][18]

Mautino won re-election in the 2012 election for Illinois House of Representatives District 76. Mautino was unopposed in the March 20 Democratic primary and defeated Donald Jensen (R) in the general election, which took place on November 6, 2012.[19][20][21]

Mautino received a score of 57.14 out of 100 in 2012 for a grade of D according to the IOP’s grading scale. His score was tied for the 50th highest among all 120 members of the Illinois House of Representatives included in the Vote Card.[26]

Mautino and his wife, Lena, have three children. He is a member of the Comprehensive Health Insurance Program Board of the Audit Commission, Economic and Fiscal Commission, and Chair of the Downstate Caucus.[4]
