Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent John Garamendi (D) defeated Eugene Cleek (R) in the general election on November 8, 2016. Garamendi and Cleek defeated Ryan Detert (R) in the top-two primary on June 7, 2016.[2][3]

Cleek was a member of the NRCC's Young Guns Program in 2016. The Young Guns program "supports and mentors challenger and open-seat candidates in races across the country."[4]

  • TAX POLICY: As a Representative, I will work to simplify the tax system, and lower individual and corporate tax rates. I support creating a simplified and equitable tax code, eliminating unnecessary regulations that inhibit private development, and ending government programs that distort market incentives.
  • EDUCATION: Parents should have access to multiple options for the education of their children: public, private, charter, and homeschool. I will work on behalf of parents to make more and excellent education choices available to their children.
  • SANCTITY OF LIFE: Taxpayer dollars should not be used to pay for abortion. The life of the unborn child is sacred. It is the clear role of government to protect that life.
  • DEFENSE & NATIONAL SECURITY: Protecting our freedom, securing our borders and maintaining a strong Armed Forces must always be a top priority.
  • ECONOMY & JOBS: A vibrant economy requires restrained government spending and a tax system that is fair and predictable for individuals, families, businesses and industries.
