Nope, I take back what I said. It aint fixed.
Have just uploaded a picture into an album, the message appeared that the uploading had failed but the picture was uploaded and placed in the albums.
Then I tried to alter the description and the message "We couldn’t change the Title and Description at this time" appeared. Two refreshes of the page shows it the description has indeed altered.
Edited to add I also cannot replace the picture, just getting the "There was a problem replacing this photo, please close and retry." message

We're unable to reproduce the issue, but looking to create a report to pass along to our engineers.
Can you please provide some additional details of your experience? (ex: device, browser, frequency of the issue, etc)

It started some time ago, possibly on 24th August and was happening every time I tried to alter and then save a description to a picture if the picture was in a group and/or possibly in an album. I would get the message "We couldn’t change the Title and Description at this time". However after refreshing the page not once but twice the description showed that it had been changed. Firefox and Safari was used and the problem occurred on both.
Concurrently there was a similar problem replacing a picture if it was in a group, the message "There was a problem replacing this photo, please close and retry." would appear but refreshing the page not once but twice the showed that the pic had been replaced.
This lasted for around between 48 and 72 hours and during this time a pic uploaded to an album and/or group intermittently showed as failed but a check on the photostream showed the upload was actually successful.
The problem has intermittently occurred since and last happening 9 hours ago but I have been away from the computer for 9 hours.

I have had the same issue recently, and in addition, I started to get similar error messages when I upload files. Flickr says the file can't be uploaded this time, I try again, it says the file can't be uploaded again, and then I see all these copies of the file in my Photostream.

These and similar issues started a while ago, when it looked like a crash of the Flickr's website. I could not see previews of my files or open them. The picture areas were black. A day later the issue seemed to be resolved, but now from time to time I have these faulty error messages that the file cannot be uploaded this time or there's a problem with replacing the file or file name cannot be updated this time. All these changes do happen, but Flickr reports an error instead and hangs for a long time during the process.
I use Mac Studio with macOS Sonoma, and Firefox as a web browser. I tried Google Chrome as well, but it didn't help.
Hope you'll fix it soon.

Possibly for the last time I get to share my woes with fellow Flickrites.
The problem of a pic's description showing as failing to be altered and saved and uploads failing but in both cases actually being updated is still alive and well.
If there are any Flickr engineers reading, the message "There was a problem replacing this photo, please close and retry." was accompanied by the picture only loading to two of the four albums selected.
As this problem has been rampant since the new album page's design was introduced perhaps investigations should be concentrated in that area.
