若き経済学者のアメリカ

2013年もあっという間に12月を残すのみ。いよいよ年末だなあと思うのは、紅白歌合戦の出場歌手が発表されたり、新語・流行語対象の候補が話題になった時など、いくつもあるだろう。

ニュースの面では、Economist 誌が毎年やっている、クリスマスまでのカウントダウン も年末の風物詩。今年多く読まれた Daily Chart を一日1つずつ振り返り、クリスマス当日には今年一番の人気記事を発表するという趣旨だ。




Daily Chart 自体、毎回興味深く読んでいるだけに、一年分の記事をまとめて振り返ることができるこの企画は、僕が毎回楽しみにしている、年末の恒例行事ともなっている。

ということらしい、国連制定の。いつもトイレに関して一言モノ申してきた僕にとっては、このことを知らなかったというのは大変にお恥ずかしい。

先進国でもトイレは日常生活において極めて重要なマターなのである。であれば、途上国においては当然さらに緊急を要する課題と言っていい。その問題提起をするために制定されたのが、この World Toilet Day ということなのだ。TOTO を始めとする日本企業も、この分野でさらに貢献できることがあるように思う。

World Toilet Day is a UN recognized event, observed annually on 19 November. This international day of action aims to break the taboo around toilets and draw attention to the global sanitation challenge.

Can you imagine not having a toilet? Can you imagine not having privacy when you need to relieve yourself? Although unthinkable for those living in wealthy parts of the world, this is a harsh reality for many – in fact, one in three people on this globe does not have access to a toilet! Have you ever thought about the true meaning of dignity?

World Toilet Day was created to pose exactly these kind of questions and to raise global awareness of the daily struggle for proper sanitation that a staggering 2.5 billion people face. World Toilet Day brings together different groups such as media, the private sector, development organisations and civil society in a global movement to advocate for safe toilets. Since its inception in 2001, World Toilet Day has become an important platform to demand action from governments and to reach out to wider audiences by showing that toilets can be fun and sexy as well as vital to life.

World Toilet Day is not just about toilet humor, or an attempt to make toilets sexy. World Toilet Day has a serious purpose: it aims to stimulate dialogue about sanitation and break the taboo that still surrounds this issue. In addition, it supports advocacy that highlights the profound impact of the sanitation crisis in a rigorous manner, and seeks to bring to the forefront the health and emotional consequences, as well as the economic impact of inadequate sanitation.

World Toilet Days’ vision is to grow as a collective campaign uniting on 19 November everybody who is passionate about toilets to ensure that access to proper sanitation, which has been declared a human right, becomes a reality for all.

「クラウドソーシング」という言葉がずいぶんと使われるようになった。個人的には英語論文の校正は、以前にも紹介した Freelancer.com というクラウドソーシングを利用している。早くて安くて高品質となれば、これを利用しない手はないわけで、今後はもう校正会社を利用することはないかも知れない。それくらいの破壊力を僕自身も実体験として感じているのである。

そのクラウドソーシング市場の世界最大手であるフリーランサー・ドット・コムを、日本のリクルートが買収交渉中というニュース。

（日本版WSJ）総合人材サービスのリクルートはオーストラリアのフリーランサー・ドット・コムの買収に向け交渉を行っている。事情に詳しい複数の関係者が明らかにした。買収提示金額は4億米ドル（約400億円）だという。

シドニーに本社を置くフリーランサー・ドット・コムは800万人以上のユーザーを抱え、フリーランスやアウトソーシング、クラウドソーシング市場の世界最大手とされる。2009年の創設以来、230カ国以上のユーザーに12億5000万米ドル規模の仕事を提供しており、発注側でも、労働コストを低く抑えたい小企業による利用がますます増えている。

CSKAモスクワの本田圭佑は、残念ながら今年の夏もACミランへの移籍が叶わなかった。しかしながら、移籍市場全体としては大いに賑わった、というEconomistの記事。その中心となったのが、史上最高の移籍金額（£85m）で、プレミアリーグのトッテナム・ホットスパーからレアル・マドリーへの移籍が決まったガレル・ベイルだ。

韓国の若者の間で、平均$2,000をかけて “natural” killer smile をつくる整形手術が急増している、というWSJの記事。

The need to smile all day at work is turning young South Koreans towards a surgical procedure that lifts the corners of their mouths.

韓国は既に世界最大の整形大国（日本は2011年時点で第７位）なのだけれど、"the area around the mouth was relatively unexplored" という新たな整形部位を発見したことで、さらに手術件数が増加していきそうな勢いだ。

先日のFinancial Times の記事 "Nate Silver: Big data’s biggest figure" が詳しく書いているように、あの Nate Silver が、New York Times を離れ、ディズニー傘下のスポーツ専門チャンネルである ESPN に移ることとなった。

2008年のアメリカ大統領選挙の結果予測で一躍名を上げ、2012年の選挙でその名を不動のものとしたシルバー。初の著書 "The Signal and the Noise: Why So Many Predictions Fail-but Some Don't" も全米ベストセラーとなるなど、いわゆるデータ・サイエンティストとして最も脚光を浴びている人物と言えるだろう。

３ヶ月ほど前の報道だが、「2040年全都道府県で人口減　秋田35％・東京6.5％」は、なかなかに衝撃的なニュースだったように思う。もちろん少子高齢化と人口減少は前々から言われてきたことなのだが、人口推移の予測が極めて正確なものであることを考えると、人口の４分の１以上が減ると予想されている地域では、これからの行政運営がいかに厳しいものとなるのか、改めてつきつけられている。

最近大きく取り上げられたこのニュースだが、僕個人としては、同じ手術を１年前に受けた友人が身近に、それも二人もいただけに、少々複雑な思いを持っている。

「日本はアフリカ開発にコミットする」と安倍首相が寄稿（WSJ日本版）しているように、今ほど日本にとって、遠い国だったアフリカがいよいよ「近い場所」となったことはないだろう。日本の対アフリカ外交は、今後は従来型の援助だけでなく、日本からのビジネス進出を積極的に推していくようだ。

（2013年5月31日：朝日新聞）安倍晋三首相が６月１日から横浜市で開くアフリカ開発会議（ＴＩＣＡＤ５）にあわせ、６日間で４０カ国以上の首脳と相次いで会談する。日本企業のアフリカ進出を後押しする狙いだ。

先日の Economist 誌の記事 "Free-for-all" を興味深く読んだ。昨年は自然科学から経済学まで、様々な分野の研究者からボイコット運動を起こされた学術出版最大手のエルゼビア社。

そのエルゼビアが、オープン＆フリーを掲げた野心的なスタートアップ・メンデレー社を買収したと報じられたのが先日のこと。この業界の伝統的な秩序とビジネスモデルが今も保たれていることを伺わせる。

Economist 誌が書くように、オープン＆フリーの学術誌で論文の質をどう保証し、かかる費用を誰がどう負担するのか、その答えはいまだ見えない。そして、メンデレーに対する期待が大きかった分、その答えを見つけるまでの道のりも一段と遠のいたように思える。

At the moment, publication in Nature, Science and a handful of similar journals is like a sprinkling of fairy dust. Everyone knows how tough it is to get in, so papers that do so are assumed to be special. This will be hard for open-access publications to emulate.（中略）According to Nature, the cost per published paper is $40,000. If Nature is to stay in business in anything like its current form, someone will have to pay that.
