           「環境責任イニシアティブ」が問われた国民投票の結果

■ 2025年02月09日国民投票で問われた「環境責任イニシアティブ」 /
Umwelt-Verantwortungs-Initiative」

議案は、圧倒的多数で否決された。
内訳は、国民の賛成が30.25％、反対が69.75％。
賛成多数のカントンもゼロで、事前の予想通り。
投票率も38.05％と40％を下回った。

若者でさえ「環境責任イニシアティブ」にイエスと言わなかった、とターゲス・
アンツァイガー紙は報じた。

「若い緑の党の提案に勝ち目はなく、男性は女性以上に明確に拒否した。
社会民主党（SP）の間でさえ、支持は比較的低かった。」とも伝えた。

投票日の夜、アルベルト・ロシュティ環境・エネルギー・通信（UVEK）大臣は、

「否決は環境保護に対する拒否ではない」と記者会見で強調した。

ロシュティ大臣はメディアに対して次のように述べた。
「スイスは既に気候を保護する責任を果たしている。このイニシアチブは厳しい
制限につながるだろう。そうなれば、例えば食料、移動、住宅などの面で消費に
かかるコストが高くなる。 私たちが現在送っている生活とは根本的に異なる生
活に対する「拒否」だった。10年という短い実施期間では、新たな禁止事項や
規制が必要になる。そして、恐らく自然や環境に新たな利益をもたらすことはな
かっただろう。近隣諸国がそれに追随することはまずないだろうから。」

「スイスの有権者は社会実験をする気などないのだ」とSRFの連邦議会担当
Rafael von Matt編集委員が次の様に解説した。

スイスの政治制度は、国民イニシアチブを発議する権利が特徴だ。
若い政党も、左翼政党も保守政党もこの権利を利用している。

特に若い左翼政党は、経済システムを変えようと、「企業の経営陣の賃金上
限」、「資本所得に対する増税」、「企業の資源消費制限」などを発議して
いる。

確かに、スイスの制度は、広範囲に及ぶ提案を行う大きな自由を認めている。
しかし、スイスの有権者は、大胆なアイデアを受け入れる意志は殆ど無いので、
これまでのところ、左派政党青年部のあらゆる提案はすべて明確に拒否されてき
た。

スイスは依然として保守的な国で、投票人口は長年経てやや左派にシフトしてい
るものの、保守党は殆どの州と議会で多数派を占めている。

スイスが資源を持続可能な消費量に抑えるべきだという考え方は、多くの人にと
って賢明な目標に思えるかもしれない。しかし、イニシアチブの目標を10年以内
に達成しなければならないという経過規定で失敗した。

多くの有権者が、過激すぎる目標を設定したと受け止めたのだ。
スイス経済が弱体化し、国際競争から後退することが予想されたため、多くの国
民はイニシアチブを支持しなかった。原則的にイニシアチブを支持する有権者の
多くも、賛成票を投じることを躊躇した。

若い左翼政党が、政治的なユートピアを語れば、スイスで政治的な多数派を得る
ことは非常に難しいことを認識しなければならない、と結んだ。

【総論】

スイス人は勤勉で謹厳実直を美徳とする人達だと思う。資源が無い貧しい山村の
人々は、外国の傭兵になって糊口を凌いだ歴史がある。失うものが無いので、挑
戦あるのみの精神の人々が、実業を重んじて産業を起こし、今や世界トップクラ
スの豊かな国を築いた。

豊かな社会しか知らない高学歴の若い人々は、机上の空論で自分達の存在を誇示
するための社会実験をしてみたいらしい。

だが、実業に携わる多くの人々は、夢物語に付き合ってはいられない、という
か、こんな危ういイニシアティブに危機意識さえ感じたようだ。

直接民主制は世界にも希な制度で、スイスではこれ迄のところ機能してきた。
だが、最近は。明確な制度設計をしない国民投票の発議が増えて、危惧を覚える
ようになった。

国民発議を実施する為の署名集めで不正も発覚したこともあり、国民発議の規則
を改定する必要があると思う。

賛成票が30％を超えたことに驚いた。発議した若手緑の党の女性代表は、依然闘
争心満々のコメントを述べていたが、今後緑の党への支持が快復するとは思えな
い。投票結果が発表された後は、然したる反響も無く、「環境責任イニシアティ
ブ」は忘れ去られようとしている。（A.H.）

■ Result of The Popular Vote on February 09, 2025
"Environmental Responsibility Initiative
(Umwelt-Verantwortungs-Initiative)"

The Popular Initiative was rejected by an overwhelming Majority.
The Breakdown was 30.25% in Favor (YES) and 69.75% Against (NO).
There were No Cantons in favor, in line with prior Expectations.
Turnout of Voters was below 40%, at 38.05%.

Even Young People did not say Yes to the "Environmental Responsibility
Initiative", the Tages- Anzeiger Newspaper reported.

It was also reported, "The Young Greens' Initiative didn't stand a
Chance, and Men rejected it even more explicitly than Women. Even
among the Social Democrats (SP), support was relatively low."

On the Night of the Vote, Minister of Environment, Energy and
Communications (UVEK) Albert Roesti emphasized at a Press Conference
that "the Rejection is not a Rejection of Environmental Protection."

Minister Roesti told the Media that "Switzerland is already fulfilling
its Responsibility to protect the Climate. This Initiative would lead to
severe Restrictions. It would lead to higher Consumption Costs, for
example in Terms of Food, Transport, and Housing. In its short
Implementation Period of 10 Years, new Prohibitions and Regulations
would be necessary. And it probably would not have brought any new
Benefits to Nature or the Environment. It is unlikely that neighboring
Countries would follow suit."

"The Swiss Electorate is not interested in social Experiments",
explained Rafael von Matt, SRF's Editor for the Federal Parliament,
in the following Article.

The Swiss Political System is characterized by the Right to initiate
Popular Initiatives. Young Political Parties, Left-Wing Parties and
Conservative Parties alike use this Right.

In particular, Young Left-Wing Parties have proposed "Wages Caps for
Company Management", "Tax Increases on Capital Income", and
"Restrictions on Resource Consumption by Companies" in an attempt to
change the Economic System.

Indeed, the Swiss System allows great Freedom to make far-reaching
Proposals, but Swiss Voters are hardly willing to accept bold Ideas,
so far all Proposals by the Youth Wing of Left-Wing Parties have been
clearly rejected.

Switzerland remains a Conservative Country, and although the Voting
Population has shifted slightly to the Left over the Years, Conservative
Parties have a Majority in most Cantons and Parliament at present.

The Idea that Switzerland should limit its Resource Consumption to a
sustainable Level may seem a sensible Goal to Many. However, it failed
due to the Transitional Clause that the Initiative's Goal must be
achieved within 10 Years.

Many Voters perceived it as setting too extreme a Goal. Many People did
not support the Initiative because they expected, it would weaken the
Swiss Economy and retreat it from international Competition.
Even many Voters who supported the Initiative in principle were hesitant
to vote in favor.

The Young Left-Wing Party concludes that if they talk of political
Utopia, they must realize that it is very difficult to gain a political
Majority in Switzerland.

[General Comments]

I think the Swiss are hardworking and consider Honesty to be a Virtue.
There is a History of poor Mountain Villagers with no Resources becoming
Mercenaries to make ends meet. With Nothing to lose, People with a
Spirit of Challenge only valued Business and created Industries,
building what is now one of the richest Countries in the World.

Highly educated Young People who have only known a Wealthy Society
probably want to carry out a Social Experiment to show off their
Existence.

However, many People involved in Business cannot afford to put up with a
Pipe Dream, or rather they even seem to feel a Sense of Crisis about
such a risky Initiative.

Direct Democracy is a rare System in the World, and it has worked well
in Switzerland so far. However, recently. I have become concerned about
the increasing Number of Referendum Proposals and Popular Initiatives
without a clear System Design.

I think the Rules for Popular Initiatives need to be revised, as Fraud
has been discovered in the Signature Collection to implement (vote on)
Popular Initiatives.

[Editor's Postscript]

I was surprised that the Votes in favor exceeded 30%. Although the
female Representative of the Young Greens, which proposed the
Initiative, remained combative in her Comments, it is unlikely that
Support for the Green Party will recover in the Future.
After the Results of the Vote were announced, there was not much of a
Response, and the "Environmental Responsibility Initiative" will soon
be forgotten. (A.H.)
