The Russian Ministry of Economic Development has confirmed an extension of the export quota for ferrous waste and scrap to non-Eurasian Economic Union (EAEU) countries, setting the total quota at 1.5 million mt for the full year of 2025.

According to the resolution, the quota will be in effect from January 1 to December 31. Exports within this volume will be subject to a 5% duty but not less than EUR 15/ton, while shipments exceeding the quota will face a 5% duty but not less than EUR 290/ton.

This regulatory framework aims to ensure a balanced supply of scrap for domestic steel producers and prevent potential shortages caused by excessive exports.

This decision underscores the government’s commitment to supporting the Russian steel industry by maintaining stable raw material supplies. Similar measures have been applied in past years, reflecting a continued effort to manage external trade in critical resources.
