Motivation

This identifier could be used to represent an item in the United Nations Treaty Collection (Q108775510). There is currently United Nations Treaty Series registration number (P4231), but it has two shortcomings:

  1. It can't be used with a formatter URL (P1630).
  2. It isn't unique:
