Hello. According to the United States Board on Geographic Names (US BGN)[2] a geographic name of the capital of Ukraine is “Kyiv”. “Kiev” is just the variant of spelling in Russian. Quote from US BGN: “At its 398th meeting on June 11, 2019, the Foreign Names Committee of the United States Board on Geographic Names (BGN) voted unanimously to retire the spelling “Kiev” as a BGN Conventional name for the capital of Ukraine. The spelling “Kyiv” has been the BGN Approved name since 2006,1 and is now the only name available for standard use within the United States (U.S.) Government, per the authority of the BGN. This action was taken upon a recommendation made to the BGN by the U.S. Department of State. The spelling “Kiev” is now a BGN Variant name, and is no longer considered official. Congress established the BGN in its present form in 1947 with the express mandate to standardize geographic nomenclature for official U.S. Government use”.
ICANN does not specialized in geographic nomenclature. But US BGN does. ICANN is only responsible for coordinating the maintenance and procedures of several databases related to the namespaces and numerical spaces of the Internet.
US government uses name “Kyiv”, so other US organizations, іncluding Wikipedia, should follow suit.
Also name “Kyiv” аpproved by United Nations Group of Experts on Geographical Names. United Nations use name “Kyiv”, according to the Toponymic Guidelines for Map and other Editors (Ukraine)[3]. So, need to change name of item to “Kyiv”. EvgenJablonev (talk) 11:05, 13 November 2019 (UTC)[reply]

@Daask: My proposal is to use both variants in the title in order to resolve disagreement. @EvgenJablonev: I don't object to transliteration "Kyiv" (from Ukrainian) but as Russian is another official language (still?) in Ukraine Russian transliteration have its value. @Infovarius: I didn't realize that such dual labels were acceptable on Wikidata. Help:Label does not clearly specify this issue, so I have started a discussion on that issue here. On Kiev vs. Kyiv, see also numerous discussions on this topic at w:en:Talk:Kiev/naming/old discussion list. Help:Label#Reflect common usage is similar enough to w:en:WP:COMMONNAME that I would defer to English Wikipedia's consensus where there are more editors weighing in. It's unclear why the English label was changed to Kyiv? I've changed it back to Kiev in accordance with Help:Label#Reflect_common_usage, Help:Label#Wikimedia_page_title_may_give_orientation, English Wikipedia consensus on common usage & page title, and based on my general sense of the discussion here and at Help_talk:Label#Dual_labels. For the record, I now endorse "Kyiv". Formerly the common English Reliable Source spelling was "Keiv", which was recognized by previous consensus. Reliable Source English spelling has clearly changed, and as noted by Infovarius above, a subsequent consensus at EnWiki formally recognized that change of common English spelling. Reliable Source English coverage of the 2022 Russian invasion has overwhelmingly established the shift to "Kyiv". Alsee (talk) 01:18, 15 March 2022 (UTC)[reply]

@AMY 81-412: and anybody else. I propose to move the content of P1336 to significant event (P793). P1336 is used for territories that are in dispute and its country (P17) or located in the administrative territorial entity (P131) are more than one at same time because of dispute. However, the information shown in P1336 is part of Kyiv (Q1899) consolidated history and -partially- are linked with periods of P17, P131 and capital of (P1376) present information. If you don't mind, I'll change P1336 by P793.
