BACKGROUND
As part of the 2030 Agenda for Sustainable Development (A/RES/70/1), all countries have committed to try to achieve universal health coverage by 2030, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all.
In accordance with UN General Assembly resolution 72/139 and 73/131, the President of the General Assembly will convene a one-day high-level meeting on 23 September 2019 in New York under the theme “Universal health coverage: moving together to build a healthier world”.
The UN High-level Meeting on universal health coverage (UHC) is the first meeting on this topic at the UN and will be the most significant political meeting held on UHC to date.
INTRODUCTION
UHC means that all people and communities receive the quality health services they need, without financial hardship. Key barriers to UHC achievement include poor infrastructures and availability of basic amenities, out of pocket payments and catastrophic expenditures, shortages and maldistribution of qualified health workers, prohibitively expensive good quality medicines and medical products, low access to digital health and innovative technologies, among others.
Each of these barriers has solutions that not only lead to UHC but also boost the economy and have an important impact on other SDGs. For example, Goal 1 (end poverty), Goal 4 (quality education), Goal 5 (gender equality), Goal 8 (decent work and economic growth), Goal 9 (infrastructure), Goal 10 (reduce inequality), Goal 16 (justice and peace), and Goal 17 (partnerships). UHC is a catalyst for socio-economic development and a key contributor to equity, social justice and inclusive economic growth. UHC delivers on the human right to health as well as the broader human rights agenda.
Primary health care (PHC) is the foundation for UHC. PHC oriented health systems provide quality services that are comprehensive, continuous, coordinated and people-centered. With these characteristics along with its emphasis on prevention and promotion, PHC reduces inequities in health, and is highly effective and efficient, particularly for the management of chronic conditions such as non-communicable diseases, including mental health.
OBJECTIVE
The first High-level meeting on universal health coverage is an opportunity to mobilize the global community and secure political commitment from Heads of State and Government to accelerate progress toward achieving universal health coverage by 2030.
AUDIENCE
The High-level Meeting will bring together representatives of the Member States, observers of the General Assembly, parliamentarians, representative of local government, relevant UN entities, civil society organizations, non-governmental organizations, academia, professional associations and the private sector and broader communities.
Member States are encouraged to participate at the highest possible level, preferably at the level of Heads of State and Government. Observers of the General Assembly and other stakeholders should also be represented at the highest possible level.
FORMAT
The opening segment will feature statements by the President of the General Assembly, the United Nations Secretary-General, the Director-General of the World Health Organization, the President of the World Bank Group, as well as an eminent high-level champion of universal health coverage.
The plenary segment will comprise statements by Member States and observers of the
General Assembly.
The two multi-stakeholder panels will be held in parallel to the plenary segment, and will address the following themes:
- Panel 1: Universal Health Coverage as a driver of equity, inclusive development and prosperity for all.
- Panel 2: Accelerating Multi-sectoral and Multi-Stakeholder Action and Investments for achieving Universal Health Coverage.
OUTCOME
The High-level meeting shall approve a concise and action-oriented political declaration agreed in advance by consensus through intergovernmental negotiations, to be submitted by the President of the General Assembly for adoption by the Assembly.
The closing segment will include summaries of the multi-stakeholder panels and concluding remarks by the President of the General Assembly.

Member States and Observers
Registration for Member States and Observers
Member States are encouraged to participate in the high-level meeting, including the multi-stakeholder panels, at the highest possible level, and to consider including in their national delegations representatives such as parliamentarians, mayors and governors, representatives of civil society, including non-governmental organizations, indigenous leadership, community organizations and faith-based organizations, academia, philanthropic foundations and the private sector, with due regard to gender equity.
Members of the parties of Heads of State or Government, Vice- Presidents, Crown Princes or Princesses and Ministers will be registered by the Protocol and Liaison Service. Missions/offices are required to submit their registration requests by using the online system “eRegistration” available through the eDelegate Portal at https://delegate.un.int. The deadline for registration to all high-level meetings during the high-level period of the 74th session of the General Assembly is Friday, 13 September 2019.
Observers of the General Assembly are also invited to be represented at the highest possible level. The deadline for submission of registration to the high-level meeting is Friday, 13 September 2019.
Representatives of Member States wishing to speak during the plenary segment are encouraged to submit their requests for inscription to the list of speakers through the e-Speakers system, which will be accessible at https://delegate.un.int from Monday, 19 August 2019, at 9:00 a.m. EDT, until Monday, 16 September 2019, at 5:00 p.m. EDT. An automated e-mail acknowledgement will be sent within one hour of receipt of request for inscription. The provisional list of speakers will be made available in September 2019, prior to the high-level meeting.
Observers wishing to speak during the plenary segment are kindly requested to inscribe to the list of speakers through the Secretariat ([email protected]) by Monday, 16 September 2019.
PaperSmart Services will be available for the plenary segment. Delegations are kindly requested to submit electronic versions of their statements for posting on the PaperSmart portal to [email protected]. The title and the date of the meeting should be indicated in the subject line of the e-mail. Member States and Observers who cannot deliver their statement within the timeframe of the plenary segment may also submit their statement to PaperSmart.
Discussions in the multi-stakeholder panels are intended to be interactive in nature and there will be no pre-established list of speakers. Time limits for interventions will be two minutes for all delegations.
There will be an informal seating arrangement in the ECOSOC Chamber for the multi-stakeholder panels, with designated seating for Member States and observers of the General Assembly and other stakeholders on a first come, first served basis
Access for Member States and Observers
In addition to the UN grounds pass needed to access the UN premises, secondary access cards will be needed to enter the opening, plenary and closing segments and multi- stakeholder panels in the Trusteeship Council Chamber and the Economic and Social Council Chamber respectively.
For that purpose, every Permanent Mission will be issued two cards for access to Trusteeship Council Chamber and two cards for access to the Economic and Social Council Chamber. These secondary access cards, issued by the Protocol and Liaison Service, are transferable amongst members of a delegation.
The secondary access cards for Member States will be distributed by the Protocol and Liaison Service on Thursday, 19 September 2019 between 10:00 am and 5:00 pm in Conference Room B. Thereafter, access cards may be collected in the Protocol Office at Room S-0200 during office hours.
Due to the limited capacity of the conference rooms, delegations of observers of the General Assembly are invited to send an expression of interest to attend the high-level meeting to [email protected] no later than 5:00 pm EDT on 10 September 2019. Please note that for security purposes, a government issued photo ID is required (1) to receive the special events ticket and (2) to enter the United Nations compound. Participants should arrive one hour prior to the start of the event to ensure enough time for the mandatory airport-standard security screening.
All participants must be seated by no later than 9:00 am in the Trusteeship Council and the ECOSOC Chamber.
For those attending the multi-stakeholder panels in the ECOSOC Chamber, the opening and closing segments of the HLM will be broadcast live from 9:00-10:30 am and from 5:30-6:00 pm, respectively.

Accreditation of non-governmental organizations, civil society organizations, academic institutions and the private sector without ECOSOC consultative status is now closed. The registration process for representatives of non-governmental organizations with ECOSOC consultative status and other organizations with special accreditation has been completed via the UN Indico platform.

Once confirmed, you will be issued a personalized Letter of Approval which can also be presented when applying for a visa, if required. Security regulations at United Nations headquarters require that all participants be issued with special event passes for the Hearing.
Please note that the use of regular UN Grounds passes for the UN Headquarters complex will be suspended from 23 September to 1 October and will not be valid for participating at this event.
Once you arrive in New York, all approved participants must present their passport or a valid photo ID, and the Letter of Approval issued by the United Nations for the Hearing to be issued the required security identification badge.

Interactive Multi-stakeholder Hearing
The President of the General Assembly, with the support of the World Health Organization and UHC2030, convened an interactive multi-stakeholder hearing on 29 April 2019 in the General Assembly Hall at the United Nations in New York, as part of the preparatory process for UN HLM.
The hearing aimed to engage the active participation of appropriate senior-level representatives of Member States, observers of the General Assembly, parliamentarians, representatives of local government, relevant United Nations entities, non-governmental organizations in consultative status with the Economic and Social Council, invited civil society organizations, philanthropic foundations, academia, medical associations, the private sector and broader communities, ensuring the participation and voices of women, children, youth and indigenous leadership as part of the preparatory process. It provided a unique opportunity to mobilized voices from a broad range of multi-sectoral stakeholders.
Participants were encouraged to exchange views on key priorities to raise with Heads of States during the HLM, while underscoring experiences and best practices on the ground, highlighting the special challenges faced by civil society organizations, private sector and other stakeholders.
