Investigating - We are experiencing some issues publishing and performing message actions via the API for accounts based in the U.S. related to the TikTok ban.

We have escalated these issues to TikTok and are actively monitoring the situation. TikTok has announced they are returning and that customers should expect only temporary service instability.
