BiPSU maintains that there has been no willful disregard
of the authority of CHED and MARINA. Relying upon
the CHED and MARINA issuances, BiPSU remains in
good faith in its offering of the Maritime programs.

By reason of public interest, BiPSU therefore moves for


the reconsideration of its application and appeal to
recognize the status of the existing 2nd year and 3rd year
students of both programs.

virtue of Board Resolution No. 6, s.

Engineering and since 1997 for its
Marine Transportation programs per
Board Resolution No. 17, s. 1997
dated March 1997.
• Since 1965, the institution, specially
its Maritime programs, has been
very instrumental in the economic
progress and development of the
provinces.
From 1992 to early 2000, Biliran was part of the top 10
poor provinces. However, in 2007, Biliran was not anymore
included in the Top 40 Poor provinces in the Philippines.

The BiPSU, especially the College of Maritime Education


has helped in reducing the poverty incidence in the region.

State University. The university stopped offering
the two Maritime programs.

OIC University President Dr. Matias A. Bentor, Jr., asked the
possibility of the reopening of BSMT and BSMarE Programs
for SY 2017-2018 to the Chair of the Oversight Committee for
Maritime Educ., NSU-BOR Chairperson, and also the CHED
Commissioner, Hon. Cynthia Rose Bautista via Facebook
messenger. Hon. Bautista on April 19, advised Dr. Bentor that
maritime courses can be opened legally pursuant to the
mandates of RA 9718.

On its reopening for the SY 2017-2018, NSU
ensured compliance with the 60% requirement
prescribed by CMO 70, s. 2017 on Shipboard
Training. During the said school year, NSU only
accepted 198 enrollees for both programs.

Hon. Rogelio J. Espina, Representative of the Lone
District of Biliran, sought to institutionalize the
permit to offer the programs by expressing his
support on the possible accreditation of both
programs in a letter sent to CHED.

In response to the communication sent by Hon. Espina, CHED
Chairperson, Dr. Patricia Licuanan, sent a letter to the Acting
University President of BiPSU, Dr. Victor C. Canezo, Jr., instructing
that the maritime higher education with phased-out status of its
BSMT and/ or BSMarE programs shall continue to operate until the
current students have graduated the program and allow the institution
with phased-out status to re-apply for a permit to offer the same
courses per CHED Memorandum Order (CMO) No. 71, Series of
2017.

application was endorsed to CHED
Central Office on October 18.

Hon. OIC CHED Chairman, and at the same time the
Chairperson of NSU-BOR, Hon. J. Prospero E. De Vera
III, provisionally allowed the offering of Maritime
Programs (BSMT and MSMarE) for SY 2018-2019
while waiting for the government permit to offer the said
programs through Board Resolution No. 31, s 2018.

Enrolment for the Maritime Programs for SY 2018-
2019 ended, with only 100 accepted enrollees for first
year under each program pursuant to the 60% requirement
by CMO No. 70, s. 2017.

CHED OIC De Vera wrote NSU informing that the TPME
recommended not to conduct ocular visit in view of the
deficiencies. Hence, the Commission en banc
disapproved the application of NSU, dated September
22, 2017, to offer BSMT and BSMarE programs.

Per advise from CHED Chair De Vera, NSU filed its appeal
before the Commission on July 5 for the reconsideration,
submission and compliance of the deficiencies concerning its re-
application for a Government Permit to offer BSMT and BSMarE
programs considering that NSU has already admitted enrollees
relying on the provisional permit granted on March 1.

CHED acknowledged the appeal and the attached
compliance docs which were forwarded to
Technical Panel for Maritime Education (TPME)
for evaluation and recommendation.

appeal is held in abeyance until EO strengthening
MARINA’s authority over Maritime HEIs has been

At present, some of our former students have decided to transfer to the
University of Visayas College of Maritime Education.

However, just this week, we have received a news that the course units
that the students have taken at BiPSU will not be credited at the
University of Visayas (UV).

In order to better address the issue, President Cañezo has scheduled a


dialogue with the UV administration today, December 3 at 3:00PM.

Per BiPSU Board of Regents Resolution No. 30, series of


2019, the University has been authorized loan the amount
of P83, 866,875.00 from the Land Bank of the Philippines
for the purchase of various equipment – this includes the
acquisition of :
1. Full-Mission Ship Bridge Simulator (1+4)
(CHED/MARINA STCW 2010 Compliant) with the
allotted amount of P20,000,000.00.
2. GMDSS Simulator (1+4) (CHED/MARINA STCW
2010 Compliant) with the allotted amount of
P5,000,000.00.
3. Full-Mission Ship Engine Simulator (1+4)
(CHED/MARINA STCW 2010 Compliant) with the
allotted amount of P25,000,000.00.

The administration has approved the request to purchase


the following deck facilities and equipment:
• Lacking Gnomonic Charts
• Routing Chart (March, April, May, August, November,
December);
• Radio Signals, Time Signal Aids, Radio Navigational
Warnings (Vol. 4);
• Tide Tables (latest edition)
• International Radio Laws (ITU-latest edition);
• Trim and Stability Table; and
• Computer-based software on Trim & Stability

The university officials and some College of
Maritime Education faculty members conducted
a benchmarking activity at Palompon Institute
of Technology last July 19 and are set to
schedule separate benchmarking visits at the
University of Cebu and the University of Bohol.
