RA 1067 ANTI-BULLYING ACT OF 2013

• enables students to anonymously report bullying;


• requires the school principal or any authorized
representative to report to the law enforcement
agencies if he or she believes the bullying is
tantamount to a crime and, thus, criminal
charges may be pursued under the Revised Penal
Code.
• Schools must maintain a public record of relevant
information and statistics on acts of bullying or
retaliation in schooL

• All elementary and secondary schools shall
provide students and their parents or
guardians a copy of the anti-bullying policies
being adopted by the school. Such policies
shall likewise be included in the school’s
student and/or employee handbook and shall
be conspicuously posted on the school walls
and website, if there is any.

• Mechanisms to Address Bullying. – The school
principal or any person who holds a
comparable role shall be responsible for the
implementation and oversight of policies
intended to address bullying.

SCHOOLS TO HAVE PREVENTION PROGRAM THAT IS
COMPREHENSIVE, MULTI-FACETED, AND SHALL INVOLVE ALL
EDUCATION STAKEHOLDERS AND PERSONNEL. THIS MAY
CONTAIN:
•Positive school climate/ environment
•Periodic assessment and monitoring of bullying behavior
•Periodic review of manual of conduct for both students and
personnel, in relation to bullying
•Activities on the issue for students, personnel and service
providers
•Personnel development
•Coordination with LGUs and other stakeholders
•Classroom initiatives
•Activities involving parents

• Jurisdiction for complaints of
bullying and other acts under the
IRR: exclusive DepEd or private
school and not subject for
barangay settlement .
• Anonymous reporting to be
entertained

PROCEDURES MUST INCLUDE:
•Immediate responses: ANYONE who has personal
knowledge must immediately call the attention of
ANY school personnel
•School personnel once notified is expected to
intervene:
(a) Stop the bullying immediately
(b) Remove students from harm and provide
medical attention if needed
(c) Bring the bully to the Guidance Office or
designated personnel

ON DUE PROCESS
•Student and his parents to be informed IN
WRITING of the complaint
•Students to be given the opportunity to answer
with assistance of parents/guardians
•Decision of the school head shall be IN WRITING,
stating the basis thereof
•School head’s decision may be appealed to
Division Office of DepEd
•Bullying incidents are confidential and breach
thereof by school personnel is likewise sanctioned

Smart Ways to Deal With a Bully
UNDERSTAND THE DYNAMICS OF
BULLYING
• Children who know what bullying
is can better identify it. They can
talk about bullying if it happens
to them or others. Once you
identify scenarios of bullying, you
can better stand up to it and you
can therefore seek help help.
• Employ strategies to avoid being
bullied, such as staying near
adults or groups of other kids.
BE CONFIDENT
• Bullies lose their power if you don’t cower.
STAY CONNECTED

• Speak to your parents, trusted adults,


friends, teachers if you encounter bullying
or if you know anyone being bullied. Keep
your communication lines open
• You are not alone in addressing any
problems that may arise
• Remember that bullies operate by making
their victims feel alone and powerless. 
USE SIMPLE and UNEMOTIONAL
LANGUAGE
• an assertive, but unemotional
response lets a bully “know
that the victim does not intend
to be victimized. It does not
seek forgiveness, but does not
pose a challenge either.”
(Because a challenge gives a
bully the attention and sense
of power she or he is seeking.)
DO MORE OF WHAT YOU LOVE

• Special activities, interests, and hobbies can


boost confidence, help you make friends, and
protect you from bullying behavior.
•  volunteer for a cause, play sports, sing in a
chorus, or join a youth group or school club 
STRIKE WHILE THE IRON IS COLD
• Cool heads find
solutions more easily
than hot ones. 
• Rather than
exchanging hostilities,
step back so that you
are not responding in
the heat of the
moment and meeting
them on their own
level.
