COLLEGE OF EDUCATION - SCIENCE CLUB

CONSTITUTION AND BY-LAWS

PREAMBLE

We, the undersigned, all of legal age, Filipino citizens and students of the
WESTERN PHILIPPINES UNIVERSITY taking BACHELOR OF SECONDARY
EDUCATION (BSED) and BACHELOR OF ELEMENTARY EDUCATION
(BEED) have voluntarily convened and organized ourselves into an organization known
as theCOLLEGE OF EDUCATION - SCIENCE CLUB, through the guidance of the
Holy spirit of the Almighty God and hoping that we will become morally, physically,
socially and spiritually able students of this University in particular and in the Philippines
in general, do hereby promulgate this Constitution and By-Laws.

ARTICLE – I
NAME AND DOMICILE

Section 1. The name of this organization shall be called the COLLEGE OF


EDUCATION - SCIENCE CLUB.

Section 2. The main office of this organization shall be established at WPU, College of
Education, Main Campus at Aborlan, Palawan.

ARTICLE - II
OBJECTIVES

Section 1.To carry out the principles expressed in the preamble.


Section 2.To promote good support among the students, faculty and staff members of this
University.
Section 3.To promote good camaraderie among Education Students.
Section 4. To promote physical, mental and social development of the members through
organized activities.
Section 5.To act as an arm of the College of Education in carrying out co-curricular
activities.
Section 6.To help maintain peace and order in the University campus and in the
community environment.
Section 7.To assist the university in beautification and maintenance of campus
cleanliness and sanitation.
Section 8.To foster and promote the objective of the university through participation in
any development-related activities.
Section 9. To carry out programs and projects that will redound to the benefit not only of
the members but also of the inter-college population.

ARTICLE - III
MEMBERSHIP

Section 1. All Education Science Major Students and students enrolled in Science
subjects shall automatically be a member of this organization.
Section 2. A membership fee of P50.00 shall be required for every member of the
College of Education - Science Club and a semestral fee of P10.00 shall be
required of each member upon enrolment.
Section 3. The adviser/advisers of this organization shall be considered as honorary
member without voting rights. He/They shall only enjoy membership as long
as he/they is/are appointed by the dean of the college as adviser.

ARTICLE – IV
RIGHTS OF MEMBERS

Section 1. Members of this organization shall be accorded with the following rights:
a. Right to attend and participate in the meetings and activities of the
organization.
b. Right to vote and to be voted upon as officer.
c. Right to seek advice from the organization as individual/group on
problems related to the members’ welfare
d. Right to be informed about matters concerning official acts, transactions,
records, business operations and decisions of the organization.

ARTICLE – V
DUTIES AND OBLIGATION OF EVERY MEMBER

Section 1. It shall be a duty of every member to pay the semestral fee of P10.00 as agreed
upon by the body.
Section 2. It shall be the duty of a member to attend such as general assembly meeting,
regular or emergency meetings and other social gatherings.
Section 3. It shall be a duty of a member to respect and cooperate with teachers, fellow
students and college authorities in the attainment and preservation of peace and
order in the university and the society.
Section 4. It shall be the duty of a member to uphold the Constitution and By-Laws of the
organization and observe the rules and regulation of the college.
Section 5. It shall be the duty of a member to assist and cooperate with the college in the
beautification and maintenance of cleanliness of the campus.
Section 6. It shall be the duty of a member to support and cooperate with the officers of
the College of Education - Science Club in the attainment and preservation of
just and orderly student’s organization.
Section 7. It shall be the duty of a member to cooperate and participate in whatever
activity of the organization.

ARTICLE - VI
DISCIPLINE

Section 1. All officers shall be fined P50.00 in and out for not attending the activities of
the College of Education – Science Club.
Section 2. All members shall be fined P25.00 in and out for not attending the activities of
the College of Education - Science Club.
Section 3.A fines of P20.00 in and out shall be implemented for all the officers of College
of Education-Science Club for not attending the meetings.
Section 4.A fines of P10.00 in and out shall be implemented for all the members of
College of Education-Science Club for not attending the meetings.
Section 5.All members and officers shall be required to wear their respective uniform
during the activities of the College of Education-Science Club.

ARTICLE – VII
OFFICERS AND THEIR DUTIES

Section 1. Duties of president are as follows:


a. To preside over the meeting.
b. Power to call a meeting.
c. Power to appropriate funds for emergency and important matter.
d. Perform other duties as may be deemed necessary.
Section 2. Duties of vice-president:
a. The vice-president shall take charge and/or perform the duties and
responsibilities of the president in his absence.
Section 3. Duties of the secretary:
a. Shall take down the minutes of every meeting and keep all books
and records belonging to this organization.
b. Shall perform other duties as may be required by the organization (in
case that the president and vice-president are absent) assume as the head of
the organization.
c. Shall turnover to the adviser all books, papers, properties, belonging
to the organization before his/her term ends.
Section 4. Duties of the treasurer:
a. Shall have the custody of all funds and properties belonging to the College
of Education - Science Club.
b. Shall collect and keep whatever fee imposed by the organization.
c. Shall issue receipts upon collection of such fees.
d. Shall make the financial statement of the organization and presentation of
the same during regular meetings or whenever it is necessary.
e. Shall keep all records pertaining to the monetary activities of the
organization.
f. Shall be one of the signatories in the student clearance at the closing of the
semester if agreed upon by the officers.
g. Shall turnover all properties belonging to the organization to the adviser
before his/her term ends or during semestral/Christmas breaks.
Section 5. Duties of the Auditor:
a. The auditor shall serve as a watchdog of the monetary assets of the
organization.
b. Shall audit, check, and verify all books and accounts of the organization and
approve all financial statements of the treasurer.
c. Shall make report as maybe required by the organization.
Section 6.Duties of the P.R.O.
a. Shall take the initiative of projecting a good acceptable image of the
organization of the university and community.
b. Shall be responsible for communicating to member’s vital information about
the organization (e.g. posting of meeting, giving announcements, etc.)
Section 7.Duties of the Sgt. at Arms
a. Shall be responsible for the peace and order of the organization.
Section 8. Duties of the Business Manager
a. Shall be responsible for the business transactions of the organization
Section 9. Duties of the Muse
a. Shall serve as an inspiration of the organization and she shall testify of
entertainment.
Section 10. Duties of the Escort
a. Shall assist and support the muse.
Section 11. Duties of the Adviser and Co- Adviser
a. He/she shall act as consultant and give advice as the need arises.
b. He/she shall guide the organization to worthwhile endeavors.
c. He/she shall be a signatory in the student’s clearance at the closing of the
semester.
d. He/she shall review the financial report of the treasurer.
e. He/she shall see to it that all officers assist the president in carrying out all
the organization activities.
f. The Co- Adviser shall take the responsibility of the Adviser in his/her
absence.
Section 12. Additional Duties of all Officers
a. All officers shall assist their president in the conduct of meeting and other
school activities.
b. All officers shall plan for the annual activities of the organization and
submit it to the Dean of the College of Teacher Education and Dean of the
Office of the Student Affairs.
ARTICLE – VIII
ELECTION
Section 1. There shall be an annual election of officers during the month of July.
Section 2. The manner of voting shall be done in simplest form by raising of hands
during College of Education - Science Club elections.
Section 3. Candidates for other offices shall be nominated by members during College of
Education - Science Club elections. The newly elected College of Education -
Science Club president shall preside over the elections.

ARTICLE – IX
QUALIFICATION OF THE OFFICERS

Section 1. All College of Education - Science Club members are qualified to aspire for all
the offices except that of president, vice president, secretary and treasurer.
Freshmen and transferees shall not be allowed to run for said positions.
Section 2. He/she must have a good moral character and not indulging in any vices.

ARTICLE X
REMOVAL FROM OFFICE

Section 1. Any officer of College of Education - Science Club who violates the
organization’s purpose and the provision of its Constitution and By-Laws may
be removed from office by following these procedures:
a) A written request by at least three members of the organization.
b) Written notification to the officer informing him/her of the request for
removal of office.
c) He/she must be ready to defend himself/herself.
d) Majority vote of 50% plus 1 is needed to remove an officer from
his/her position.
e) Voting will be done through secret balloting.

ARTICLE XI
MEETING AND QUORUM

Section 1. There shall be a regular meeting and special meetings to be called by the
president.
Section 2. In case of urgent matter that need an immediate decision of the members, a
special meeting maybe called by the president with at least 50% of the regular
members present.
Section 3. The required attendance to constitute a quorum for the regular meeting shall be
50% + 1 of all the members of the organization.
Section 4. The Dean of the College of Education and the adviser of the College of
Education – Science Club shall be notified of meetings and shall be provided
minutes of meeting.

ARTICLE - XII
COMMITTEES

Section 1. The organization shall have the following committees:


a. Fund Raising Committee-shall specify cost and raise fund for the projects. It
shall tap foundations and other possible sources of funds. However, the
president shall coordinate and study the proposals. The fund raising headed
by the business manager shall work closely with the governor of the
organization.
b. Social and Spiritual Development Committee – shall plan social and
spiritual development activities of the organization.
Section 2. The organization shall form other committees as deemed to carry out activities
of the organization.

ARTICLE – XIII
AMENDMENTS

Section 1. Amendments to this constitution and by-laws shall be considered in the annual
general assembly meeting or in special assembly held for that purpose and shall
take effect upon the approval of the majority of all the active members present.
Section 2. Proposals to amend the constitution and by-laws be initiated by writing/voting
by a majority of the CED-SCI. CLUB MEMBERS.

ARTICLE – XIV
EFFECTIVITY

Section 1. This Constitution and By-Laws shall take effect immediately upon ratification
during the General Assembly.

RATIFIED THIS TWENTY SEVENTH DAY OF AUGUST YEAR TWO THOUSAND


AND NINETEEN AT THE WESTERN PHILIPPINES UNIVERSITY AT FIVE
THIRTY FIVE IN THE AFTERNOON.
