PREAMBLE
We, the undersigned, all of legal age, Filipino citizens and students of the
WESTERN PHILIPPINES UNIVERSITY taking BACHELOR OF SECONDARY
EDUCATION (BSED) and BACHELOR OF ELEMENTARY EDUCATION
(BEED) have voluntarily convened and organized ourselves into an organization known
as theCOLLEGE OF EDUCATION - SCIENCE CLUB, through the guidance of the
Holy spirit of the Almighty God and hoping that we will become morally, physically,
socially and spiritually able students of this University in particular and in the Philippines
in general, do hereby promulgate this Constitution and By-Laws.
ARTICLE – I
NAME AND DOMICILE
Section 2. The main office of this organization shall be established at WPU, College of
Education, Main Campus at Aborlan, Palawan.

OBJECTIVES

MEMBERSHIP
Section 1. All Education Science Major Students and students enrolled in Science
subjects shall automatically be a member of this organization.
Section 2. A membership fee of P50.00 shall be required for every member of the
College of Education - Science Club and a semestral fee of P10.00 shall be
required of each member upon enrolment.
Section 3. The adviser/advisers of this organization shall be considered as honorary
member without voting rights. He/They shall only enjoy membership as long
as he/they is/are appointed by the dean of the college as adviser.
ARTICLE – IV
RIGHTS OF MEMBERS
Section 1. Members of this organization shall be accorded with the following rights:
a. Right to attend and participate in the meetings and activities of the
organization.
b. Right to vote and to be voted upon as officer.
c. Right to seek advice from the organization as individual/group on
problems related to the members’ welfare
d. Right to be informed about matters concerning official acts, transactions,
records, business operations and decisions of the organization.
ARTICLE – V
DUTIES AND OBLIGATION OF EVERY MEMBER
Section 1. It shall be a duty of every member to pay the semestral fee of P10.00 as agreed
upon by the body.
Section 2. It shall be the duty of a member to attend such as general assembly meeting,
regular or emergency meetings and other social gatherings.
Section 3. It shall be a duty of a member to respect and cooperate with teachers, fellow
students and college authorities in the attainment and preservation of peace and
order in the university and the society.
Section 4. It shall be the duty of a member to uphold the Constitution and By-Laws of the
organization and observe the rules and regulation of the college.
Section 5. It shall be the duty of a member to assist and cooperate with the college in the
beautification and maintenance of cleanliness of the campus.
Section 6. It shall be the duty of a member to support and cooperate with the officers of
the College of Education - Science Club in the attainment and preservation of
just and orderly student’s organization.
Section 7. It shall be the duty of a member to cooperate and participate in whatever
activity of the organization.
ARTICLE - VI
DISCIPLINE
Section 1. All officers shall be fined P50.00 in and out for not attending the activities of
the College of Education – Science Club.
Section 2. All members shall be fined P25.00 in and out for not attending the activities of
the College of Education - Science Club.
Section 3.A fines of P20.00 in and out shall be implemented for all the officers of College
of Education-Science Club for not attending the meetings.
Section 4.A fines of P10.00 in and out shall be implemented for all the members of
College of Education-Science Club for not attending the meetings.
Section 5.All members and officers shall be required to wear their respective uniform
during the activities of the College of Education-Science Club.

OFFICERS AND THEIR DUTIES

QUALIFICATION OF THE OFFICERS
Section 1. All College of Education - Science Club members are qualified to aspire for all
the offices except that of president, vice president, secretary and treasurer.
Freshmen and transferees shall not be allowed to run for said positions.
Section 2. He/she must have a good moral character and not indulging in any vices.
ARTICLE X
REMOVAL FROM OFFICE
Section 1. Any officer of College of Education - Science Club who violates the
organization’s purpose and the provision of its Constitution and By-Laws may
be removed from office by following these procedures:
a) A written request by at least three members of the organization.
b) Written notification to the officer informing him/her of the request for
removal of office.
c) He/she must be ready to defend himself/herself.
d) Majority vote of 50% plus 1 is needed to remove an officer from
his/her position.
e) Voting will be done through secret balloting.
ARTICLE XI
MEETING AND QUORUM
Section 1. There shall be a regular meeting and special meetings to be called by the
president.
Section 2. In case of urgent matter that need an immediate decision of the members, a
special meeting maybe called by the president with at least 50% of the regular
members present.
Section 3. The required attendance to constitute a quorum for the regular meeting shall be
50% + 1 of all the members of the organization.
Section 4. The Dean of the College of Education and the adviser of the College of
Education – Science Club shall be notified of meetings and shall be provided
minutes of meeting.

AMENDMENTS
Section 1. Amendments to this constitution and by-laws shall be considered in the annual
general assembly meeting or in special assembly held for that purpose and shall
take effect upon the approval of the majority of all the active members present.
Section 2. Proposals to amend the constitution and by-laws be initiated by writing/voting
by a majority of the CED-SCI. CLUB MEMBERS.
ARTICLE – XIV
EFFECTIVITY
Section 1. This Constitution and By-Laws shall take effect immediately upon ratification
during the General Assembly.
