NARRATIVE REPORT

The Full Implementation of Making a Difference (MAD) Reading Program

(A Continuous Improvement Project of SIP, 2021-2024)

The Making a Difference (MAD) Reading Program is the initiative

continuous improvement project of Dumalogdog Elementary School in
response to the increasing number of struggling and frustration readers as of
SY 2021-2022.

The need to conduct the annual reading diagnostic is the concern of all
reading teachers in each grade level. This is also in response to Oplan Balik
Eskwela (OBE) and the DepEd’s advocacy Brigada Pagbasa- Oplan Basa, Oplan
Sagip during enrolment and on the official start of the school year. Basically ,
this reading program is solely to support the Departmemt’s quest for quality
education “ Hamopn : Bawat Bata Bumabasa (3Bs) Initiative in improving the
reading performance of the struggling and frustration level learners readers
who are in dire need of immediate response from the concerned learning center
or school.
Republic of the Philippines
Department of Education
REGION IX

SINDANGAN SOUTH DISTRICT
Based on the PHIL IRI diagnostic data results, it showed that 40 out of
257 learners tested or 15.56% of the learners were classified as Frustration
readers. Specifically, 14 of whom are Grade 2 learners, 6 are Grade 3 learners,
8 of whom are in Grade 4, 9 are in Grade 5, and 3 from Grade 6 respectively.
Suspected causal factor of these frustration readers are mainly pointed unto
the closure of face to face classes which ignited the disparity between what a
learner has actually learned and what he or she was expected to learn at a
particular grade level. Facts are telling that the change of modality influences
the disparity and discouragement of learners to learn especially those who
didn’t have and could not access appropriate learning materials. Parents are
indeed affirmative of this fact even most of them admitted that they are not
capable of assisting their child. This is now the result of that fact, this may
seem but just a percentage of the whole but this number is surely alarming
enough to raise the flagship reading program in Dumalogdog Elementary
School.

Moreover, this quest for quality education must be fulfilled. The

launching of this school based program Making A Difference (MAD) Reading
Program, as continuation of the improvement project, prevailed. This is the
school’s initiative to deliver innovative and effective reading strategies to help
advance frustration readers to the next level. Maximizing reading time is
another thing, the appropriate reading materials is another. Plus focused-
interaction between student and teacher, and the instructional leadership from
the school head greatly contribute to the success of the program.

Consequently, the results showed that 30 out of 40 or 75% of the

Frustration Learner beneficiaries had improved to instructional level; 5 out of
40 or 12.5% had advanced to independent level; while only 5 out of 40 or

12.5% had to continue the given intervention until significant progress is

observed.

The result is a manifestation that the reading intervention program is

effective. Absolutely, with great effort, we shall get to the top in time as for the
quest has been fulfilled. The Making A Difference (MAD) Reading Program shall
continue to innovate and become better to bring forth the flagship “ Bawat Bata
Bumabasa” in the Department of Education.

Attached are the photo documentation to serve as proof in the

implementation of Making A Difference (MAD) Reading Program of Dumalogdog
Elementary School.
