Introduction
1.1 Background of the study
Addis Abeba is the capital of Ethiopia as well as the capital of Africa. The Office of Mega
Projects Construction Office was established by Regulation No. 110/2012, and it is expected
that the office will ensure the effective, cost-effective, quality, and standard economic and
social benefit of the citizens by eliminating the performance problems of large projects being
implemented by the Addis Ababa City Administration. In order to effectively fulfil its
objectives, mission, and service delivery, the office has prepared a comprehensive structure
related to organizational, operational, and human resource management to bring the project to
completion. The Addis Ababa City Projects Office is well-known.

The major problems and challenges encountered during implementation DB & DBB Projects
in Addis Ababa Mega projects.
1.2 Statement of problem
Addis Ababa Mega projects has been using mainly design build & design bid build delivery
system since its establishment until now. Frequently observed problems in design build &
design bid build delivery system are like lack of employment requirements preparation, lack
of technical specification, lack of design concept, lack of contract document preparation, lack
of project time determination & lack of input from construction company during the design
stage exposes the contractor to claims related design and constructability issues and initial
low bid might not result in ultimate lowest cost or final best value leads the projects could not
been completed with budgeted cost, time and with the required quality. There for these and
others related problems that has been arise from design bid build & design bid build the
delivery system initiates us to study this paper and try to be address by latest type of delivery
system which might be answer this research questions

 What are the major problems encountered in Addis Ababa Mega projects?
 How do we assess the major problems and challenges encountered during pre-
construction and implementation stages of Addis Ababa Mega projects?
 What is the extent of the major problems and challenges which will lead to arousal of
dispute?

1.3 Objective of the Research

1.3.1 General Objective
 To identify major problems encountered during implementation DB & DBB Projects

in Addis Ababa Mega projects
 To assess the major problems and challenges encountered during pre-construction and
implementation stages of Addis Ababa mega projects
1.3.2 Specific Objective
 To identify of the major problems and challenges that happened due to employment
requirement preparation
 To weigh up the impact of the major problem and challenges encountered in Addis
Ababa mega projects in terms of technical specification, design concept, contract
document preparation, project time determination.
 To identify of the major problems and challenges that happened due to design
mismatch (AR respect to ST), feasibility study, BOQ preparation.
 Give recommendation on how to avoid and resolve the challenges encounters in

Addis Ababa mega projects construction.
1.4 Scope and limitation of the study
As there are seven projects and contracts in AAMPCO and most of them are associated
directly to DB projects, the scope would be too large to tackle. The scope of the research is to
understand the major problems and challenges of the mega projects in Addis Ababa from
2020 up to now and to recommend mechanisms how to avoid and minimise them for the
future 3 years of the transformation and development period.
