The Problem and It’s Background

Introduction

Violence against women and children is a serious public health concern, with costs
at multiple levels of society. Although violence is a threat to everyone, women and children are
particularly susceptible to victimization because they often have fewer rights or lack appropriate
means of protection. In some societies certain types of violence are deemed socially or legally
acceptable, thereby contributing further to the risk to women and children.

In the past decade research has documented the growing magnitude of such violence, but gaps in
the data still remain. Victims of violence of any type fear stigmatization or societal condemnation
and thus often hesitate to report crimes. The issue is compounded by the fact that for women and
children the perpetrators are often people they know and because some countries lack laws or
regulations protecting victims. Some of the data that have been collected suggest that rates of
violence against women range from 15 to 71 percent in some countries and that rates of violence
against children top 80 percent. These data demonstrate that violence poses a high burden on
global health and that violence against women and children is common and universal.

On January 27, 2011 the Institute of Medicine’s Forum on Global Violence conducted its first
workshop to explore the prevention of Violence against women and their children. Part of the
forum mandated to engage in multi sect oral and multidirectional dialogue that explores cross
cutting approaches to violence prevention. To that end, the workshop was design to examine
these approaches from multiple perspectives and at multiple levels of society. In particular, the
workshop was focused on exploring the success and challenges presented by evidence- based
from research. Speakers were invited to share the progress and outcomes of their work for the
said study.

RA 9262 VAWC is an act of 2004 where in this Law protects women and
children in all aspects. There are punishments and penalties present in RA 9262 VAWC. This
established Law were continuing to spread across the nation’s prevention for any kind of violence
such as this for Women and children. This kind of research study must be relevant most
especially to the young ones. To know how to properly adopt this Anti- Violence, to learn the
value of respect most especially to all human kind. Thus this Law helps to spread awareness and
stop all the violence to create a goal of a peaceful and harmless society.

Conceptual Framework

senior high school students in adopting this Anti- violence.

The feminist theories and the feminist movements have vehemently demonstrated thatknowledge
cannot be considered neutral or objective. Traditionally, researchers haveengendered knowledge
on the basis of the dominant perspective and behavior in society, which was the male one
(androcentric). As a consequence, knowledge has been blind to the specific historical, political,
social and personal conditions on which it was reported, making invisible gender differences.
Feminist epistemologies have claimed that knowledge is dynamic, relative and variable and that it
cannot beconsidered an aim itself but a process.Taking into account this idea, the theoretical and
methodological proposal of thisproject is based on the following principles.

Gender inequalities and the promotion of women’s rights, interests and issues,are the common
basis of the feminist studies and their epistemologicalconcerns, despite the fact that there multiple
meanings of gender and theconcept of gender itself has been criticized (e.g. Butler, 2000; Breines,
Connelland Eide, 2000);

Violence against women “constitutes a violation of the rights and fundamentalfreedoms of


women and impairs or nullifies their enjoyment of those rights and freedoms” (Declaration on the
Elimination of Violence against Women, UN, General Assembly Resolution 48/1004 of 20
December 2003)

There are many expressions of violence against women and children can appear according to the
development of the social changes and the social dynamics. This was related to the academic
performances of the Grade 12 HUMSS student in Lemery Senior High School. Adopting this
Anti- Violence and spreading awareness can be a great contribution for aiming a harmless and
peaceful society. The Institute and Lecturers are partners in the learning and adopting process of
the learners.

This study entitled "ADOPTION OF RA 9262 ANTI VIOLENCE AGAINST

WOMEN AND THEIR CHILDREN IN RELATION TO THE ACADEMIC PERFORMANCE

OF GRADE 12 HUMSS STUDENTS IN LEMERY SENIOR HIGH SCHOOL" is being created

to benefit the following:

Students, this will help them to be aware of their preferences in learning. They

will be learning the process of adopting such policy with the help of the Institution and the

Teachers as well as the proper guidance at home during this time of pandemic where in actual or

face to face implementation cannot be done.

Teachers, they will be able to identify their strengths and weaknesses in the

process of learning of their students. Such law cannot be done or adopt properly without the help

of the teachers.

Parents who are concern about the academic performances of their children will be

best done if the nurturing starts at their own homes. Doing the values and adoption of a well

mannered attitude, can be a less harm to other people and its society.

Institution, RA 9262 will be a good move in the preparation of the well mannered

students

By the help of the institution, and the partnership with the parents and lecturers this adoption of

Anti Violence will be a great contribution to lessen harm and prevent violence to all human kind.

This study focuses on the Adoption of Anti- Violence Against Women and Their
Children Policy in Lemery Senior High school. This research is designed to have thorough
knowledge in the implementation of such policies like this. Furthermore, to help the community
in achieving harmless and free society.

This study was limited to identifying the adoption of RA 9262. The respondents involve
were the Grade 12 HUMSS students of Lemery Senior High School.

This descriptive method of research was employed by the researchers with the
questionnaire as the main data gathering instrument. The questionnaire was supplemented by
proper and keen observation, online answering of the questionnaires as prescribed by the Teacher.

For better and clearer understanding of the contents of the study, the

following terms were defined conceptually and operationally

Abuser/Abusive Partner – is a person who engages in a pattern of coercive.

Advocacy – includes the support that domestic violence programs offer to individual women.

Advocate – includes the support that domestic over the past 25 years reform effort for battered
women.

Assets – attributes someone posseses that are valuable including the higher education or special
skills.

Battered Woman/Domestic Violence Victim/Survivor – someone who has experienced verbal


abuse, physical abuse or sexual violence.

Child Support – financial support paid by a parent for a child or children who don’t live with
them. Depending on state law, child support can be entered into voluntarily or ordered by a court
or administrative agency.

Family Maintenance Enforcement Program – this program can help you collect your support
payments if you already have a court order or a separation agreement that is filed in court.

Financial Abuse – a tactic used by abusers to control victims preventing access to money or
other financial resources.

Feminism and Feminist Frameworks – feminism is a range of political ideologist and


movements that share a common goal.

Gender – the socially constructed roles, behaviors, activities and attributes that a given society
considers appropriate for women, men, boys, and girls.

Gender Auditing – a method of assessing accountability to gender equality policy


commitments, drawing on social auditing principles.

Gender Blind data – data that ignores, or deliberately does not address gender and the gender
based differences.
Gender Equality – is the outcome reached through addressing gender inequities.

Gender Inequality – the inequitable distribution of power, resources, opportunity, a


nd value afforded to women and children.

Gendered Norms – consist of a set of dominant beliefs and rules of conduct which are
determined by a society or social group in relation.

Homophobia – fear, hatred or intolerance of people who are same sex attracted or are perceived
to be same sex.
Human Rights – agreed international standards that recognize and protect the dignity and
integrity of every individual without distinction.

Immigrant and Refugee Communities – this site mostly uses the term immigrant and refugee
communities.

Integrated Health Promotion – Integrated health promotion is an approach used in Victoria to


support the delivery.

Inclusive Practice or Service Provision – The provision of services that is respectful and aware
of the culture and beliefs of the recipient.

Intimate Partner Violence – Any behavior by a women, man or children diverse a person within
a current or post intimate relationship.

Prevention of Violence Against Women and Children – In the prevention of violence is used
as a shortened version of the term primary prevention.

Regional (action) Planning – All regional women’s health services develop and deliver regional
strategies or actions.

Response – Actions addressing violence once it has occurred, that aim to reduce its impact and to
prevent its reoccurance or escallation.

Sexual Harrasment – unwelcome sexual behaviour, which could be expected to make a person
feel offended, humiliated or intimidated.

Unconscious Bias – unconscious beliefs and values that heavily influence how we view and
evaluate both others and ourselves.

Local Literature

According to Fritzie Rodriguez, Violence against women or VAW The

Philippines is no stranger to these three words. It is real, it is happening, It is claiming lives.

VAW is linked with the unequal power relationship between women and men resulting from

societies misinformed views on gender and sexuality according to the Philippines Commission on

Women. Men are traditionally labeled as leaders and providers while women are seen as nurturers

and supporters. This perspective leads to men gaining more power over women. It adds that

VAW is a form of men controlling women to retain their supremacy.

According to Clarissa David, Jose Ramon Albert and Jana Flor Vizmanos

reported a slight drop of VAWC incidence from 7.3 percent in 2008 to 5.6 percent in 2013. Most

of these abuses they noted, are experienced in the hands of closest family members of relatives,

such as partners or parents. Moreover a 2017 national survey commissioned by the UNICEF done

through the Council for the Welfare Children.

According to Claudia Cappa The CP MERG was established 2010 in

response to gaps and challenges in child protection monitoring, evaluation and research. Given

the general lack of data on violence against children and the momentum created by the 2006

publication of the United Nations Secretary-Generals Study on Violence Against Children. The

CP MERG created a Technical Working Group

In Gretchen E. Ely this imperial literature and synthe4is International

Domestic violence related to argument, harassments, bullying, and killings affects the mental,

social, emotional and physical health. The review continues with a summary of International

interventions, efforts, and recommendations for the prevention and awareness to be spread across

the world.

Meanwhile in James Mercy and Susan Hills, it is widely recognized that

different types of violence are related to one another. We persist the world over in addressing

violence as if it is the main problem. There are those who try to break the silos between the

different realms of violence, but these efforts are by large exceptions rather than these rules.

According to Republic Act 9262, an act defining Violence against Women

and Their Children, Providing for protective measures for victims, prescribing penalties therefore

and for other purposes .Section 1 short title: This act shall be known as the Anti Violence against

Women and Their Children act of 2004. It’s hereby declared that the state values the dignity of

women and children and guarantees full respect for human rights.

In the United Nations Children’s Fund Research and Data on Violence

against Women and Children are inconsistent especially in low and middle income countries. As

a result of rigorous evidence on the extent nature and impact of violence, the underlying social

norms and attitudes that perpetuate its limitations. Data are needed evidence to program all the

policies that can be a great move to stop violence.

In Scottish Women’s Aid 2002, and by 1976 the Scottish office had

provided some funding towards a national office. Rape crisis center soon followed opening of

new centers in Glasgow in 1976 and Edinburgh in 1978. Since then women’s organizations and

individual women in Scotland have continues to develop responses to violence against women

and children, campaigning for the recognition of the issues for a change and improvement in

achieving a goal of less harm and peaceful world.

According to the World Health Organization that violence against women

particularly between intimate partners causing violent and sexual abuse is a major threat to the

safety of every woman. A major public health program and a violation to human rights. Globally

as 38% of women and children murders are committed by male suspect.

Research Methodology and Procedures

Research Design

This section discusses the design used in the research. The structure or plan

used in the study is usually thought of as descriptive. The descriptive method of research is

conducted by the researchers in this study to determine the “Adoption of RA 9262 Anti Violence

Against Women and their Children in Relation to the Academic Performance of Grade 12

HUMSS Students of Lemery Senior High School”, as cited by World Health Organization that

VAWC is a major public health program and a violation to human rights. Globally as 38% of

women and children murders are committed by male suspect. A descriptive method is also known

as statistical research, it describes data and characteristics about the population or phenomenon

being studied. This research method is used for frequencies, averages and other statistical

calculation. The researchers consider that it is requisite to use this descriptive method for it

describes and clarify the status and trend of a certain things.

Research Instrument

The researchers utilized the questionnaire as the data gathering instruments

to be applied in this certain study. The questionnaire consisted of “What Questions” to acquire

the desired data and information.

Preparation and Validation of the Instrument

The researchers carefully prepared the questionnaire based on the “Adoption

Performance of Grade 12 HUMSS Students of LEMSEHI ”. A survey, in which the researchers

grouped the questions that the respondents wanted to answer in this study. Members were

instructed to research information related to the said topic and assisted in preparing the

questionnaire. The researchers made a clear forecast of the questionnaire. It will be submitted to

the research adviser for improvements and some recommendations. To conclude the

questionnaire, the qualification was carefully checked and encode by the researchers.
