LANGUAGE PLANNING AND POLICY

This module is intended to 2nd year BSED English Majors to distinguish the importance of
language planning and policy in relation to some current issues.

At the end of this module, you are expected to:


distinguish the importance of language planning and policy in relation to some current
issues.
explain the language planning principles and give an example of each; and
describe the language planning situation in the Philippines.

Language planning aims at changing the linguistic behavior (function, structures or


acquisition) of a certain speech community. This planning is often associated with
government planning, yet it can be done by NGOs or individuals.

Language policy is designed to favor or discourage the use of particular language or set of
languages. It is done by the government officially through legislative and policies.

Language planning is important to a country for several reasons. The first is that planning
is important to ensure that a language corpus can function in contemporary society in terms
of terminology or vocabulary to meet present needs

Language Planning Principles

The following are the language planning principles:


Assimilation – states that every person within society should be fluent in that society’s
dominant language
Language Pluralism – opposite of assimilation; teaches that it is better to have multiple
languages with society
Vernacularization – a principle that wants to restore a native language into a commonly
spoken language

Internalization – promotes adopting a non-indigenous language in order to communicate
easily with other nations

Stages of Language Planning

Selection – refers to the choice of a language variety to fulfill certain functions in a given
society
Codification – the creation of a linguistic standard or norm for a selected linguistic code;
divide up into three stages:
graphization – developing a writing system
grammaticalization – deciding on rules/norms of grammar
lexicalization – identifying the vocabulary
Implementation – promoting the previous stages (selection, codification) by making society
more exposed to the language itself (e.g. the production of books, newspapers, education
administration, etc.)
Elaboration – the stylistic development of a codified language to meet the communicative
demands of modern life and technology
