- Agenda prepared by Department of Science
and Technology (DOST) in collaboration with
the government and other private agencies
and institution toward the realization of social
and economic benefit of Science and
Technology
The agenda of HNRDA is in line with
AMBISYON NATIN 2040: “Matatag ,
Maginhawa at Panatag na buhay para sa lahat”

It has three pillars :


• MALASAKIT (enhancing the social fabric )
• PAGBABAGO (Reducing inequality) and
• KAUNLARAN (increasing potential growth)
NATIONAL INTEGRATED BASIC RESEARCH
AGENDA (NIBRA)
• Focus on basic principles of research to support the Philippine
Development Plan, National Security plan and the Science for
Change program led by DOST.
• National Research Council of the Philippines (NRCP) –
composed of thousand researchers and scientist who promote
and support basic researches
• Six programs under NIBRA:
a. TUBIG PROGRAM (Tubig ay Buhayin at Ingatan) – Water
security
b. SAPAT PROGRAM (Saganang Pagkain para sa lahat) –
Food and Nutrition Security
c. LIKAS PROGRAM ( Likas Yaman sa Kalusugan) – Health
sufficiency
d. ALERT PROGRAM (Alternative Energy Research Trend) –
Clean energy
e. SAKLAW PROGRAM (Saklolo sa Lawa) – sustainable
community
f. ATIN PROGRAM (Ang Tinig Natin) – Inclusive Nation Building

• Philippine Council for Health Research and Development (PCHRD) –
coordinating body for health researches
• National Unified Health Research Agenda (NUHRA).

- Functional foods - Hospital equipment and biomedical devices
- Disaster risk reduction - Climate change adaptation
- Molecular technologies for health

AGENCY:
- Philippine Council for Agriculture, Aquatic and Natural Resources
Research and Development (PCAARRD) - agency which
conducts consultation with the representative from other agencies
doing functions in agriculture, aquatic and natural resources.

R&D , development of Human resource and diffusion of
information and technology.

DISASTER RISK REDUCTION
AND CLIMATE CHANGE ADAPTATION

• Philippine Institute of Volcanology and Seismology (PHIVOLCS)
• Philippine Atmospheric, Geophysical and Astronomical Services

PROGRAMS IN THE
PHILIPPINES
BALIK SCIENTIST PROGRAM
A program developed in
1975 and was launched to
motivate well-trained
overseas Filipino experts in
their own fields, to come
home and share their
expertise for the
acceleration of the scientific
agro-industrial and
economic development of
the Philippines.
IRRADIATED CARRAGEENAN FERTILIZER
A product produced by nuclear scientist and agriculturist to
boosts the resiliency of rice plants, increasing the yield by
65 percent. It was funded by PCAARRD
CARA-VITA ORGANIC FERTILIZER
A new fertilizer additive that can
boost rice yields. It is derived
from seaweeds and vitamins.
Seaweeds have been used as
plant growth enhancer. This
was tried in some parts in
Bulacan , Laguna ,
Cabanatuan, Nueva Ecija and
IloIlo. It was distributed to
farmers for free in 2016.
ELECTRIC TRAIN PROJECT
• Completed in 2015
• It was created to
enhance the efficiency
of public mass transport
system and it was
adopted by Department
of Transportation and
Communication.
PROJECT NOAH
(NATIONWIDE OPERATIONAL ASSESSMENT OF HAZARD)
• Through the collaboration of three
agencies such as PAGASA,
PHIVOLCS and ASTI (Advanced
Science and Technology Institute), they
developed a more accurate and
responsive disaster prevention and
mitigation system.
• It is the primary disaster risk reduction
and management program of the
Philippines.
PROJECT NOAH HAS THE FF. COMPONENTS:
a. Coastal Hazards and Storm Surge Assessment and Mitigation
(CHASSAM)
b. Disaster Risk Exposure Assessment for Mitigation – Light
Detection and Ranging (DREAM- LIDAR) Project
c. Distribution of Hydro meteorological devices in hard-hit areas in
the Philippines (HYDROMET)
d. Enhancing Geohazards Mapping through LIDAR technology
e. Flood Information Network (FloodNET) Project
f. Landslide sensors Development Project
g. Local Development of Doppler Radar Systems (LaDDeRS)
h. Weather Hazard Information Project (WHIP)
DISASTER RISK EXPOSURE
ASSESSMENT FOR MITIGATION
- A comprehensive mapping project
launched in 2012 that uses a
three-dimensional (3D) mapping
program and uses the LIDAR
system to effectively and
accurately measure critical flood
elevation and depth.
- It is one of the most extensive
mapping system in Southeast Asia
developed by Filipino Scientists
