Article 1: The Organization

Student Council is the highest organization and the official student body of
PVGMA. It is a representative structure through which students can become
involved in the affairs of the school, working in partnership with school
management and staff and parents for the benefit of the school and its students.

Article 2: Objectives of the Student Council

Section 1: The objectives of the Student Council are to:


a. Represent the student body in all matters pertaining to the betterment of the
school.
b. Actively seek out students’ opinions on matters of concern.
c. Take any necessary and permissible follow up actions to the students’ requests.
d. Develop unity and school spirit amongst the students.
e. Maintain communication and establish strong relations between the students and
the administration.
f. Each Student Council officer should set and prioritize goals specific for the needs
of the students for the current school year.
g. Provide feedback and suggest amendments to school policies in order to create a
better atmosphere for students.
h. Develop and update the constitution in order to ensure that the council can
respond to the needs of the students as deemed necessary.

Article3: Membership of the Student Council

Section 1: The Student Council member positions include:

Article 4: Qualifications for the Candidacy

Section 1: The President

a. Must be in the 9th and 10th grade while in office.


b. Must have an 80 average at least.
c. Must not have any form of disciplinary infraction in the past.
d. Must have a history of being a student leader.

Section 2: The Vice President

a. Must be in the 9th and 10th grade while in office.


b. Must have an 80 average at least.
c. Must not have any form of disciplinary infraction in the past.

Section 3: The Secretary

a. Must be in the 8th, 9th and 10th grade while in office.


b. Must have an 80 average at least.
c. Must not have any form of disciplinary infraction in the past.

Section 4: The Treasurer

a. Must be in the 8th, 9th and 10th grade while in office.


b. Must have an 80 average at least.
c. Must not have any form of disciplinary infraction in the past.

Section 5: The Auditor

a. Must be in the 8th, 9th and 10th grade while in office.


b. Must have an 80 average at least.
c. Must not have any form of disciplinary infraction in the past.

Section 6: The Business Managers

a. Must be in the 8th, 9th and 10th grade while in office.


b. Must have an 80 average at least.
c. Must not have any form of disciplinary infraction in the past.

Section 7: The Grade Level Representatives

a. Must have an 80 average at least.


b. Must not have any form of disciplinary infraction in the past.

Section 8: The Party list

There should be at least 2 parties who will file their candidacy. If there was
only a set of party, the nomination will be void and the decision for the Student
Council position must be discussed by the administration, the Student Council
Moderator, the JHS Assistant Principal and the Principal.

Article 5: Voting Procedures

Section 1:

The Administration will set the date on when the election will take place
together with the Student Council Moderator

Section 2:

Voting procedures will take place with the help of e-GENYO learning and all
students from Grade 7-10 have the power to vote on the scheduled time they are
assigned to.

Section 3:

Only the GENYO Coordinator and the Student Council Moderator are
entitled to see the updates of the election for the sense of privatization. The result
will publicly announced the day after the election.

Article 6: Roles and Responsibilities of the Student Council members

Section 1: Roles and Responsibilities of the President are:

a. To call meetings and create agenda.


b. To lead the meetings and the direction of the council.
c. Be in charge of direct communication between the council and the administration.
d. See that the individual members fulfill their responsibilities and that the council
as a whole completes its annual goals.
e. To promote events.

Section 2: Roles and Responsibilities of the Vice President are:

a. To be responsible along with the President for formulating the meetings' agenda.
b. To chair meetings when the President is absent.
c. To take attendance and send reminders to absent members.
e. To organize any paperwork needed.
d. To keep records on the violations made by the members of the Council.

Section 3: Roles and Responsibilities of the Secretary are:

a. To take minutes of the meetings: notes all new decisions, ideas and changes to
previous decisions.
b. Announce to the Council where and when the meetings will take place.
c. Handle all paperwork submitted by the Representatives.
d. Create advertisements for Student Council activities.

Section 4: Roles and Responsibilities of the Treasurer are:

a. To handle the finances and accounts for the Student Council.


b. To help organize the financial aspect of new events.

c. To record the budget for Student Council.

Section 5: Roles and Responsibilities of the Auditor are:

a. To audit all the money that will come in and out of the Council.
b. To keep or file the receipts of the Council.
c. To provide official receipts for all the money that will be used in implementing
activities.

Section 6: Roles and Responsibilities of the Business Manager are:

a. To give ideas for new ways of income/expenditure for the Student Council.
b. Helps the President in implementing activities that could generate funds for the
Student Council.

Section 7: Roles and Responsibilities of Grade Level Representatives:

a. To communicate with the high school student body.


b. Submit written report about the complaints, suggestions, and events happened
on the grade levels they are assigned to.
c. Announce the activities that will be imposed by the Council.

Article 7: Disciplinary Guidelines

1. Disciplinary infractions are defined as follows:

a. Unexcused absences from meetings.


b. Direct violation to the rules inscribed by the Student Handbook.
c. Failing to complete assigned tasks.

2. Each unexcused absence from a meeting will count as a disciplinary infraction.

3. Failing to complete the scheduled tasks will count as a disciplinary infraction.

4. Violating the regulations written directly in the Student handbook will count as a
disciplinary infraction.

5. Consecutively, missing more than 4 Student Council meetings, either excused or


unexcused, will result in dismissal from Student Council.

6. Accruing 4 disciplinary infractions will lead to an instant dismissal to the


Council.

Article 8: Removal of a Member

The Student Council may remove any officer of the Council for a continuing
failure to attend meetings of the Student Council, or for demonstrated lack of
commitment to the purposes of the Student Council, or for stated misconduct.

However, the dismissal of a member should be approved by the Council’s moderator,
the JHS Assistant Principal and the Principal. If the moderator does not agree to
the dismissal procedures, the officer involved of the disciplinary infractions shall
receive punishments directly given by the Council’s President.
If the dismissal procedures continue with the consent of the Council’s
moderator, the JHS Assistant Principal and the Principal the vacant position shall
be occupied through re-election within the Council only. The President and the Vice
President shall nominate students who are qualified for the vacant position and the
rest of the officers will vote upon it. The said re-election will be announced on public
as well as the dismissal of a member.
