JETRO and NY CREATES, U.S. Semiconductor R&D Organization, Signed a Memorandum of Understanding on The Strategic Partnership in the Semiconductor Industry
Strengthening Efforts to Form Semiconductor Ecosystems around Japan through Multifaceted International Collaboration

JETRO today signed a memorandum of understanding with the New York Center for Research, Economic Advancement, Technology, Engineering, and Science (NY CREATES), one of the world's leading non-profit semiconductor R&D organizations, located in Albany, the capital of New York State in the U.S., with the objective of strengthening and promoting international collaboration in the semiconductor industry. The supply chain of critical products has been changing significantly due to changes in the international situation. In light of the Japanese government's semiconductor policy and Japan's strengths in this field, JETRO contributes to advance the domestic semiconductor industry by attracting related overseas companies, supporting collaboration with Japanese companies, and strengthening cooperation with related overseas organizations. The collaboration based on this memorandum is one of its initiatives.

Major initiatives based on this memorandum

  1. (1)

    Organizing symposiums, seminars, conferences, business missions, and other networking events;

  2. (2)

    Implementing joint programs with ecosystems related to the semiconductor industry in Japan;

  3. (3)

    Connecting NY CREATES with local municipalities, universities, companies, and other organizations in Japan by using JETRO's network, with the aim of creating collaboration between NY CREATES and research institutes and other entities in Japan; and

  4. (4)

    Connecting JETRO with universities, companies, and other organizations in the U.S. within NY CREATES' network, with the aim of creating collaboration between companies and ecosystems in Japan and universities, companies, and other organizations in the U.S.

Specifically, one of our collaborations will be at SEMICON Japan, which is to be held starting December 11, where we will hold a joint seminar around the theme of Current Status of the U.S.-Japan Semiconductor Ecosystem and Business Opportunities through Collaboration among Ecosystems. Through this partnership, we plan to conduct business matching events and invitation programs to regional ecosystems for US companies in conjunction with their visits to Japan, as well as to dispatch a business delegation of Japanese companies in the semiconductor industry to the State of New York and organize business matching events there.

As we embark on this new collaboration with JETRO, NY CREATES looks forward to building upon our strong connections with Japan’s technological ecosystem. We have a deep history of working closely with industry partners and are home to Tokyo Electron’s (TEL) Technology Center America which has acted as TEL’s R&D center in the U.S. for more than 20 years. Now, this partnership with JETRO represents a critical step in pursuing additional synergies between our semiconductor R&D, workforce, and economic advancement efforts and Japan’s renowned expertise in technology and innovation. We are excited to work together to accelerate R&D breakthroughs and workforce development initiatives.

It is very meaningful for us to collaborate with the cutting-edge semiconductor ecosystem centered around NY CREATES, in order to attract US semiconductor companies and to support R&D and human resource exchange in the industry. Moreover, from an economic security perspective, we believe that it is important to build a supply chain for semiconductors, and to facilitate international collaboration. We pursue ways to help foster and advance the semiconductor industry, making use of the unique characteristics of regions in Japan, to strengthen the foundation of the innovation ecosystems, and to collaborate with governments, research institutes, industrial organizations, and other entities in various key countries to provide flexible support for cross-border connections.

JETRO's major initiatives to form semiconductor innovation ecosystems

In order to strategically promote international collaboration and attract inbound investment to the semiconductor industry, JETRO is focusing on the creation of collaborations with the aim of facilitating the formation of Japan's regional innovation ecosystems and working with overseas ecosystems.

Initiatives already underway by JETRO to facilitate the formation of semiconductor ecosystems are as follows:

  1. (1)

    Kumamoto: Established the Invest Kumamoto Semiconductor Business Support Desk in September 2023 to support foreign companies considering establishing bases or investing in Kumamoto.

  2. (2)

    Hokkaido: Providing continued support for the formation of a manufacturing base for next-generation semiconductors, conducting a benchmark survey of overseas semiconductor ecosystems, and making proposals to contribute to the establishment of a new ecosystem in Hokkaido.

  3. (3)

    Miyagi: Invite German nanotechnology companies to a symposium jointly organized by Tohoku University and Germany's Fraunhofer ENAS on December 9 and 10, and provide a business matching opportunity.

  4. (4)

    Yamagata: Invited Holst Centre (TNO), a Dutch research institute, and two startups from the center in September of this year to a business matching event with local companies. Through this project, JETRO signed an agreement on comprehensive collaboration in semiconductor research and development with Yamagata University and Holst Centre (TNO) on November 13.

  5. (5)

    Hiroshima: Providing support such as making proposals to improve the investment environment through a survey project regarding recruitment in the semiconductor sector.

JETRO will hold a seminar jointly hosted with NY CREATES at SEMICON Japan on Wednesday, December 11 focused on the theme: The Current Status of the U.S.-Japan Semiconductor Ecosystem and Business Opportunities through Collaboration among Ecosystems. The details are as follows:
