Former Assistant to the President for National Security Affairs

トランプ政権で第26代国家安全保障担当大統領補佐官を務めた。
1984年に陸軍士官学校を卒業、陸軍中将。陸軍では、ジョージア州フォートベニング駐屯地の高等機動作戦センター（McOE）の司令官、アフガニスタン・カブールの合同調整機動部隊司令官、第３機甲騎兵中隊（コロラド州フォートカーソン及びイラク駐留）の司令官、イラクでの多国籍軍司令官の特別補佐官のほか、陸軍士官学校の歴史担当准教授を務めた。
現在、シンクタンクのフーバー研究所とスタンフォード大学フリーマン・スポグリ国際研究所（FSI）の上級研究員、ハドソン研究所の日本部長。
フォーリン・アフェアーズ誌、ウォールストリート・ジャーナル紙、ニューヨーク・タイムズ紙などにリーダシップ、歴史、未来の戦争などについて寄稿している。
主な著書に『服務規程違反：リンドン・ジョンソン、ロバート・マクナマラ、統合参謀本部議長、そしてベトナムへと導いた嘘』、『戦場：自由世界を守るための闘い』がある。

Lieutenant General H.R. McMaster was the 26th Assistant to the President for National Security Affairs.
McMaster was commissioned in the United States Army upon graduation from the United States Military Academy at West Point in 1984.
His command assignments in the United States Army include: Commanding General, Maneuver Center of Excellence and Fort Benning; Commander, Combined Joint Inter-Agency Task Force Shafafiyat (Transparency) in Kabul, Afghanistan; and Commander, Third Armored Cavalry Regiment at Fort Carson, Colorado and Iraq.
He also served as Special Assistant to Commander, Multinational Force Iraq, and as an Assistant Professor of History at West Point.
He was a research fellow at the Hoover Institution on War, Revolution, and Peace, and a Senior Consulting Fellow at the International Institute for Strategic Studies.
McMaster has published scores of essays, articles, and book reviews on leadership, history, and the future of warfare in many publications including Foreign Affairs, The Wall Street Journal, and The New York Times.
He was a contributing editor for Survival magazine from 2010-2017, and is currently a Senior Fellow at the Hoover Institution and at the Freeman Spogli Institute.
He is author of the award-winning Dereliction of Duty: Lyndon Johnson, Robert McNamara, The Joint Chiefs of Staff and the Lies That Led to Vietnam, and the forthcoming Battlegrounds: The Fight to Defend the Free World.

2018年1月8日、トランプ大統領より国防次官補を任命。就任前は国際的な事業・戦略コンサルティング会社、アーミテージ・インターナショナルの共同設立者やアジアの安全保障動向を研究する非営利研究機関「プロジェクト2049インスティテュート」の理事長も務めた。
国務副次官補（東アジア・太平洋担当）時代は中国、台湾、モンゴル、香港、オーストラリア、ニュージーランド、太平洋諸島を担当した。2001-2003年には国務副長官のもと、首席補佐官兼上級政策顧問を務めた。1994-1998年には国防長官府で米軍と人民解放軍との二国間関係、台湾との軍事、安全保障の日常的な管理責任者を務めた。
海軍情報局時代（1989-1991年）にはイラクによるクウェート侵攻後の「砂漠の盾作戦」「砂漠の嵐作戦」を支援した。従軍後、統合参謀本部議長特別補佐官に就いたほか、北京、ウランバートルの米国大使館に勤務した。ハーバード大学大学院で修士号を取得している。

Mr. Randall Schriver is the Assistant Secretary of Defense for Indo-Pacific Security Affairs. Mr. Schriver was appointed as Assistant Secretary of Defense by President Donald Trump on 8 January 2018.
Prior to his confirmation, Mr. Schriver was one of five founding partners of Armitage International LLC, a consulting firm that specializes in international business development and strategies. He was also CEO and President of the Project 2049 Institute, a non-profit research organization dedicated to the study of security trend lines in Asia.
Previously, Mr. Schriver served as Deputy Assistant Secretary of State for East Asian and Pacific Affairs. He was responsible for China, Taiwan, Mongolia, Hong Kong, Australia, New Zealand, and the Pacific Islands. From 2001 to 2003, he served as Chief of Staff and Senior Policy Advisor to the Deputy Secretary of State. From 1994 to 1998, he worked in the Office of the Secretary of Defense, including as the senior official responsible for the day-to-day management of U.S. bilateral relations with the People's Liberation Army and the bilateral security and military relationships with Taiwan.
Prior to his civilian service, he served as an active duty Navy Intelligence Officer from 1989 to 1991, including a deployment in support of Operation Desert Shield/Desert Storm. After active duty, he served in the Navy Reserves for nine years, including as Special Assistant to the Chairman of the Joint Chiefs of Staff and an attache at U.S. Embassy Beijing and U.S. Embassy Ulaanbaatar.
Mr. Schriver has won numerous military and civilian awards from the U.S. government and was presented while at the State Department with the Order of the Propitious Clouds by the President of Taiwan for service promoting U.S.-Taiwan relations. Mr. Schriver received a Bachelor of Arts degree in history from Williams College and a Master of Arts degree from Harvard University.

The Honorable James B. Steinberg is University Professor of Social Science, International Affairs and Law and served as Dean of the Maxwell School from July 2011 until June 2016. Prior to becoming Dean, he served as Deputy Secretary of State (2009-2011), serving as the principal Deputy to Secretary Clinton. From 2005-2008 he was Dean of the Lyndon B. Johnson School of Public Affairs. From 2001 to 2005, Mr. Steinberg was vice president and director of Foreign Policy Studies at the Brookings Institution. Mr. Steinberg served as deputy national security advisor to President Clinton from 1996 to 2000. During that period he also served as the President’s personal representative to the 1998 and 1999 G-8 summits. Prior to becoming deputy national security advisor, Mr. Steinberg served as director of the State Department’s Policy Planning Staff, and as Deputy Assistant Secretary for analysis, Bureau of Intelligence and Research.
Steinberg’s most recent books are “A Glass Half Full? Rebalance, Reassurance and Resolve in the US-China Relationship (Brookings Institution Press, 2017) and “Strategic Reassurance and Resolve: US-China Relations in the 21st Century” (Princeton University Press, 2014) (both with Michael O’Hanlon.) Mr. Steinberg received his B.A. from Harvard and a J.D. from Yale Law School.

Kurt M. Campbell is Chairman and CEO of The Asia Group, LLC. He is also Chairman, Center for a New American Security, a non-resident Fellow at Harvard’s Belfer Center, a member of the Defense Policy Board, and the Board of Directors for Standard Chartered PLC and the East-West Center.
He served as Assistant Secretary of State for East Asian and Pacific Affairs, where he is widely credited as being a key architect of the “pivot to Asia.” Secretary Clinton awarded him the Secretary of State’s Distinguished Service Award.
He also received an Honorary Officer of the Order of Australia; Honorary Companion of the New Zealand Order of Merit for Australia and New Zealand.

2009年から戦略国際問題研究所（CSIS）の上級アドバイザー兼朝鮮半島研究部長も務めている。
2004－07年にブッシュ政権の国家安全保障会議（NSC）でアジア部長に就き、日本、朝鮮半島、オーストラリア・ニュージーランド、太平洋諸国を担当したほか、北朝鮮問題をめぐる6カ国協議のアメリカ代表代行などを務めた。
主な著書に「力のせめぎあい：アジアにおけるアメリカの同盟システムの起源」（Powerplay: The Origins of the American Alliance System in Asia, Princeton University Press, 2016) 、「不可能な国家：北朝鮮、過去と未来」（The Impossible State: North Korea, Past and Future, HarperCollins, 2012、フォーリン・アフェアーズ誌が選んだ2012年のアジア・太平洋地域に関する最良書）などがある。

Victor Cha is the D.S. Song-KF Endowed Chair in Government and International Affairs, Professor and Vice Dean for Faculty and Graduate Affairs at Georgetown University.
In 2009, he was also named as Senior Adviser for Asia and Korea Chair at the Center for Strategic and International Studies in Washington, D.C. He left the White House in 2007 after serving since 2004 as Director for Asian Affairs at the National Security Council.
At the White House, he was responsible primarily for Japan, the Korean peninsula, Australia/New Zealand and Pacific Island nation affairs. Dr. Cha was also the Deputy Head of Delegation for the United States at the Six Party Talks in Beijing, and received two Outstanding Service commendations during his tenure at the NSC.
He is the author of five books, including the award-winning Alignment Despite Antagonism: The United States-Korea-Japan Security Triangle (Stanford University Press) (winner of the 2000 Ohira Book Prize), and The Impossible State: North Korea, Past and Future (Harper Collins Ecco, 2012) which was selected by Foreign Affairs as a “Best Book on the Asia-Pacific for 2012.”
His newest book is Powerplay: Origins of the American Alliance System in Asia (Princeton University Press, 2016).
He holds a B.A., an M.I.A., and a Ph.D. from Columbia University, as well as an M.A. from Oxford University.

1971年東京大学法学部卒業。1976年同大学院法学政治学研究科博士課程修了（法学博士）。立教大学法学部教授等を経て、1997-2004年及び2006年-2012年　東京大学大学院法学政治学研究科教授。2004-06年特命全権大使（日本政府国連代表部次席代表）。2018年より公益財団法人中曽根康弘世界平和研究所総括研究顧問、2011年紫綬褒章。2012年より、政策研究大学院大学教授、国際大学学長を兼務し、2015年10月より現職。
小泉首相の「対外関係タスクフォース」メンバー、日韓歴史共同研究委員会委員、外務省「日中歴史共同研究」日本側委員座長、「いわゆる『密約』問題に関する有識者委員会座長」、安倍首相の「パリ協定に基づく成長戦略としての長期戦略策定に向けた懇談会」座長、「安全保障と防衛力に関する懇談会」座長代理などを歴任。近著に『官僚制としての日本陸軍』（筑摩書房、2012年）、『門戸開放政策と日本』（東京大学出版会、2015年）、『世界地図を読み直す』（新潮社、2019年）など。

Dr. Shinichi Kitaoka is President of the Japan International Cooperation Agency (JICA), and Emeritus Professor of University of Tokyo and Rikkyo University. He studied at the University of Tokyo (Ph.D. 1976); taught at Rikkyo University (1976-97) and his alma mater (1997-2004, 2006-2012); and served as Ambassador to the United Nations (2004-2006). Most recently, he was President of the International University of Japan (IUJ) (2012-2015). Kitaoka has been on the advisory panels for many foreign ministers and prime ministers. He had been the Acting Chair of the Advisory Panel on the History of the 20th Century and on Japan’s Role and the World Order in the 21st Century (February 2012-August 2015), the Advisory Panel on the Reconstruction of the Legal Basis for National Security (February 2013-), the Chair of the Advisory Panel on Long-Term Strategy under the Paris Agreement as Growth Strategy (August 2018-), the Acting Chair of The Advisory Panel on National Security and Defense Capabilities (August 2018-) . Kitaoka has published many books on Japan's military, diplomacy, party politics, and intellectuals. He received the Imperial Medal with Purple Ribbon in 2011.

専門分野は国際政治理論、開発協力、アジアの国際政治、日本外交。著書に『新しい「中世」』（日本経済新聞社、1996年、サントリー学芸賞受賞）、『ワード・ポリティクス』（筑摩書房、2000年、読売・吉野作造賞受賞）、『アジアのなかの日本』（NTT出版、2007年）など。2012年に紫綬褒章受章。

Akihiko Tanaka is President of the National Graduate Institute for Policy Studies (GRIPS).
Before assuming the current position, he had been Professor of International Politics at the Institute for Advanced Studies on Asia, The University of Tokyo, for many years.
He served as President of Japan International Cooperation Agency (JICA) from April, 2012 to September, 2015.
Mr. Tanaka was also Executive Vice President of The University of Tokyo (2009-2011). He is Chairman of the Board, Japan for UNHCR and a Distinguished Fellow at the JICA Research Institute.
He obtained his bachelor’s degree in International Relations at the University of Tokyo in 1977 and Ph.D. in Political Science at the Massachusetts Institute of Technology in 1981.
He has numerous books and articles on world politics and security issues in Japanese and English including The New Middle Ages: The World System in the 21st Century (Tokyo: The International House of Japan, 2002) and Japan in Asia: Post-Cold-War Diplomacy (Tokyo: Japan Publishing Industry Foundation for Culture, 2017).
He received the Medal with Purple Ribbon in 2012 for his academic achievements.

KONO Taro, 56, is an eight-term Member of the House of Representatives. He has been Minister of Defense in the Abe Government since September 11, 2019.
Among positions he has held are Foreign Minister; Chairman of the National Public Safety Commission, or Minister in charge of the National Police Organization; Minister for Administrative Reform; Minister for Civil Service Reform; Minister for Regulatory Reform; Minister in Charge of Consumer Affairs and Food Safety; and Minister in Charge of Disaster Management in the Abe Government, Parliamentary Secretary for Public Management and Senior Vice-Minister of Justice in the Koizumi Government, and Chairman of the Standing Committee on Foreign Affairs of the House of Representatives. Taro is a graduate of the School of Foreign Service, Georgetown University.

ブッシュ政権の2001年－2005年に国務副長官を務めた。
また、旧ソ連崩壊に伴い独立した国々（NIS）に対する米国の支援策を指揮したほか、湾岸戦争時には大統領特使としてヨルダンのフセイン国王と会談したことなどで知られる。
1983年から1989年に国防次官補（国際安全保障担当）、1981年から1983年に国防次官補代理（東アジア・太平洋地域担当）。1967年、米海軍兵学校を卒業。
ベトナム戦争では3度戦闘任務に就いた。国内外より多数の軍事勲章、公共サービス殊勲賞を授与されている。
ジョセフ・ナイ・ハーバード大学教授と共に超党派の対日外交・安全保障政策の提言書をまとめてきた。

Ambassador Armitage is a founding partner of Armitage International, L.C. and serves as the firm’s president. He is a former deputy secretary of the Department of State and has served as the assistant secretary for international security affairs and deputy assistant secretary for East Asia and Pacific affairs at the Department of Defense. In addition, Ambassador Armitage has held a wide variety of high-ranking U.S. diplomatic positions; including, Presidential Special Negotiator for the Philippines Military Bases Agreement, Special Mediator for Water in the Middle East, Special Emissary to King Hussein of Jordan during the 1991 Gulf War, and Ambassador directing U.S. assistance to the new independent states of the former Soviet Union.
Ambassador Armitage currently serves on the board of directors of ManTech International Corporation and is Chairman of the Project 2049 Institute. He also is a member of The American Academy of Diplomacy and the Board of Trustees of the Center for Strategic and International Studies.
Ambassador Armitage graduated in 1967 from the U.S. Naval Academy, where he was commissioned an Ensign in the U.S. Navy. For his service to the nation, Ambassador Armitage received the Distinguished Graduate Award from the U.S. Naval Academy in 2013.

ローズ奨学金でオックスフォード大学に進学した後、ハーバード大学で政治学博士号を取得し、64年から同学で教鞭を執る。
2008年には国際関係学者2700人の投票により米外交政策上最も影響力のある学者に選ばれ、11年の調査では国際関係に関して過去20年間で4番目に影響力のある人物に選ばれた。
Foreign Policy誌による「世界の思想家トップ100人」にも選ばれている。1977-79年に国務次官補および国家安全保障会議核兵器不拡散グループ委員長を兼任。
93-94年には大統領のために諜報評価を行う国家情報会議議長、また94-95年は国際安全保障担当の国防次官補を務めた。
著書にはThe Economist誌により「緻密で説得力がある」と評された『ソフト・パワー』、『リーダー・パワー: 21世紀型組織の主導者のために』、『アメリカの世紀は終わらない』などがある。知日派としても知られ、リチャード・アーミテージ元国務副長官とともに超党派の対日政策提言を重ねてきた。
2012年には日本が一流国（Tier-one Nations）として存続していけるかを問う第3次報告書を発表した。

Joseph S. Nye Jr., University Distinguished Service Professor, Emeritus and former Dean of the Harvard's Kennedy School of Government. He received his bachelor's degree summa cum laude from Princeton University,won a Rhodes Scholarship to Oxford University, and earned a PhD in political science from Harvard. He has served as Assistant Secretary of Defense for International Security Affairs, Chair of the National Intelligence Council, and Deputy Under Secretary of State for Security Assistance, Science and Technology. His most recent books include The Power to Lead; The Future of Power; Presidential Leadership and the Creation of the American Era; and Is the American Century Over. He is a fellow of the American Academy of Arts and Sciences, the British Academy, and the American Academy of Diplomacy. In a recent survey of internatinal relations scholars, he was ranked as the most influential scholar on American foreign policy, and in 2011, Foreign Policy named him one of the top 100 Global Thinkers.

ワシントンのジョージタウン大学エドマンド・A・ウォルシュ外交学院アジア研究部長。
2001年から2005年まではホワイトハウスの国家安全保障会議（NSC）でアジア部長（日本・朝鮮半島・オーストラリア・ニュージランド担当）、同アジア担当大統領補佐官兼上級アジア部長を務めた。
NSCに加わるまでは、外交問題評議会の東アジア安全保障担当上級研究員、ジョンズ・ホプキンス大学高等国際問題研究大学院（SAIS）助教授、同大学院エドウィン・ライシャワー東アジア研究所およびフォーリン・ポリシー・インスティテュート所長、防衛分析研究所（IDA）研究員、国防長官室アジア太平洋局上級顧問などを歴任した。5年におよぶ日本滞在経験があり、日本語に堪能。国会議員秘書も務めた。
現在、アスペン研究所ストラテジー・グループのメンバーで、シンクタンクの新アメリカ安全保障センターの諮問委員でもある。

Michael Jonathan Green is senior vice president for Asia and Japan Chair at the Center for Strategic and International Studies (CSIS) and DIRECTOR OFASIAN STUDIES at the Edmund A. Walsh School of Foreign Service at Georgetown University.
He served on the staff of the National Security Council (NSC) from 2001 through 2005, first as director for Asian affairs with responsibility for Japan, Korea, Australia, and New Zealand, and then as special assistant to the president for national security affairs and senior director for Asia, with responsibility for East Asia and South Asia. Before joining the NSC staff, he was a senior fellow for East Asian security at the Council on Foreign Relations, director of the Edwin O. Reischauer Center and the Foreign Policy Institute and an assistant professor at the School of Advanced International Studies (SAIS) at Johns Hopkins University, research staff member at the Institute for Defense Analyses, and senior adviser on Asia in the Office of the Secretary of Defense. He also worked in Japan on the staff of a member of the National Diet.
Dr. Green has authored numerous books and articles on East Asian security, including most recently, By More Than Providence: Grand Strategy and American Power in the Asia Pacific Since 1783. He received his doctoral degrees from SAIS.

ブルッキングス研究所東アジア政策研究センター長で上級研究員と日本研究担当部長を兼ねる。日本の対外経済政策の専門家であり、ハーバード大学で政治学の博士号と東アジア研究の修士号を、メキシコ大学院大学で国際関係学の学士号を取得した。
主な研究テーマは、日本の政治、政治経済、および外交政策、国際および比較政治経済、国際関係、政府と民間の関係など。日米関係と東アジアの多国間外交の問題にも幅広く関心を持っている。
日本および東アジアの貿易に関する著作も多く、近著に『通商国家のジレンマ：アジア太平洋秩序の発展の中の日米』（原著2017年、邦訳予定あり）。

Mireya Solís is Director of the Center for East Asia Policy Studies (CEAP), Philip Knight Chair in Japan Studies, and senior fellow in the Foreign Policy program at Brookings. Prior to her arrival at Brookings, Dr. Solís was a tenured associate professor at American University’s School of International Service.
Dr. Solís is an expert on Japanese foreign economic policy, U.S.-Japan relations, international trade policy, and Asia-Pacific economic integration. She is the author of "Banking on Multinationals: Public Credit and the Export of Japanese Sunset Industries" (Stanford University Press, 2004) and co-editor of "Cross-Regional Trade Agreements: Understanding Permeated Regionalism in East Asia" (Springer, 2008) and "Competitive Regionalism: FTA Diffusion in the Pacific Rim" (Palgrave Macmillan, 2009). Her most recent book, “Dilemmas of a Trading Nation Japan and the United States in the Evolving Asia-Pacific Order” (Brookings Press, 2017) offers a novel analysis of the complex tradeoffs Japan and the United States face in drafting trade policy that reconciles the goals of economic competitiveness, social legitimacy, and political viability. Dilemmas of a Trading Nation received the 2018 Masayoshi Ohira Memorial Award and the Japanese edition 貿易国家のジレンマ：日本・アメリカとアジア太平洋秩序の構築 will be published by Nikkei Press in October 2019.
Solís has offered expert commentary to The New York Times, Financial Times, Washington Post, LA Times, Politico, The New Yorker, Nikkei, Kyodo News, Asahi Shimbun, Jiji Press, Japan Times, NHK World, Bloomberg, CNN, and BBC, among others.
Solís earned a doctorate in government and a master's in East Asian studies from Harvard University, and a bachelor's in international relations from El Colegio de México.

Matthew P. Goodman is senior vice president, senior adviser for Asian economics, and holds the William E.
Simon Chair in Political Economy at CSIS. The Simon Chair explores current issues in international economic policy, with a focus on the Asia-Pacific region.
Before joining CSIS in early 2012, Goodman was White House coordinator for Asia-Pacific Economic Cooperation (APEC) and the East Asia Summit.
He also served as director for international economics on the National Security Council staff, helping the president prepare for G-20 and G-8 summits.
Prior to the White House, Goodman was senior adviser to the under secretary for economic, energy, and agricultural affairs at the U.S. Department of State.
Goodman has extensive experience in both the public and private sectors.
Before joining the Obama administration in 2009, he worked for five years at Albright Stonebridge Group, a global business advisory firm based in Washington, D.C., where he was managing director for Asia.
From 2002 to 2004, he served at the White House as director for Asian economic affairs on the National Security Council staff. Prior to that, he spent five years at Goldman, Sachs & Co., heading the investment bank’s government affairs operations in Tokyo and London. Goodman holds an M.A. in international relations from the Johns Hopkins School of Advanced International Studies (SAIS).

1973年一橋大学経済学部卒、日本開発銀行入行。大阪大学経済学部助教授、ハーバード大学客員准教授等を経て、1996年慶応義塾大学教授。国務大臣経済財政担当大臣、金融担当大臣・経済財政政策担当大臣、内閣府特命担当大臣(金融･経済財政政策）、内閣府特命担当大臣(経済財政政策）・郵政民営化担当、内閣府特命担当大臣(経済財政政策）・郵政民営化担当(再任)、総務大臣・郵政民営化担当等を歴任。
2007年より、世界経済フォーラム（ダボス会議）理事。
2010年より日本経済研究センター研究顧問。著書に『研究開発と設備投資の経済学』東洋経済新報社、1984年（サントリー学芸賞受賞）等がある。

Dr. Heizo Takenaka is a professor at Toyo University and a professor Emeritus at Keio University and a Senior Research Fellow of Japan Center for Economic Research. He was Minister for Internal Affairs and Communications (2005-2006). He was named to the Foundation Board of the World Economic Forum in 2007.
In 2001, Prime Minister Junichiro Koizumi named Professor Takenaka the Minister for Economic/Fiscal Policy, in which position he spearheaded Japan’s economic structural reform.
In 2002, he was named the Minister for both Financial Services and Economic/Fiscal Policy. In this capacity, he accomplished the disposal of non-performing loans of Japanese banks, which had hindered the Japanese economy for more than 10 years.
In 2004, he was elected to the House of Councilors, and was named the Minister for both Economic/Fiscal Policy and Privatization of the Postal Services. In this capacity, he realized the privatization of Japan Post, the biggest public enterprise in Japan.
In 2005, he was named the Minister for both Internal Affairs and Communication, and Privatization of the Postal Services. The following year, Professor Takenaka returned to academia. He received his B.A. in economics from Hitotsubashi University and his PhD in economics from Osaka University.

副長官就任以前の1993年から1997年にかけては、国防次官（会計監査担当）を務めた。
会計監査担当官として国防予算と運営改善プログラムの準備、発表および施行にあたり、国防長官の首席補佐官の役目を果たした。
2007年からは国防長官の諮問機関である国防政策協議会の議長。
国防省入省前には上院軍事委員会専門スタッフを10年間務め、主に調達、研究開発プログラム、国防予算問題、および上院歳出委員会との関係について監督・評価を担当した。
1978年から1984年にかけて議会予算局に勤務、国家安全保障および国際問題担当副部長代理として、上下院の委員会向けの分析やその他のサポートを担当した。

John Hamre was elected president and CEO of CSIS in January 2000. Before joining CSIS, he served as the 26th U.S. deputy secretary of defense. Prior to holding that post, he was the under secretary of defense (comptroller) from 1993 to 1997. As comptroller, Dr. Hamre was the principal assistant to the secretary of defense for the preparation, presentation, and execution of the defense budget and management improvement programs. In 2007, Secretary of Defense Robert Gates appointed Dr. Hamre to serve as chairman of the Defense Policy Board, and he served in that capacity for four secretaries of defense.
Before serving in the Department of Defense, Dr. Hamre worked for 10 years as a professional staff member of the Senate Armed Services Committee. During that time, he was primarily responsible for the oversight and evaluation of procurement, research, and development programs, defense budget issues, and relations with the Senate Appropriations Committee. From 1978 to 1984, Dr. Hamre served in the Congressional Budget Office, where he became its deputy assistant director for national security and international affairs. In that position, he oversaw analysis and other support for committees in both the House of Representatives and the Senate. Dr. Hamre received his Ph.D., with distinction, in 1978 from the School of Advanced International Studies at Johns Hopkins University in Washington, D.C.
