New forms of work and platform work in Central Asia

This report highlights the significant transformation of labour markets in Central Asia due to social, economic, and technological changes, with a focus on online freelancing and platform work. It reveals that platform work, both online and on-location, has gained momentum in the region, providing opportunities for higher income and flexibility. However, challenges such as the lack of social protection, irregular income, and limited skills development persist. The report emphasises the need for policy interventions to enhance the positive impact of platform work while addressing its drawbacks.

The report consolidates the analysis of the new forms of work carried out in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. It is complemented by five case studies – from California, Chile, France, Italy and Spain – to show how other countries tackle the issue of platform work.

The research on the changing patterns of work was started in 2020/21 in the Eastern Partnership region. It was then extended to the Western Balkans, the Southern and Eastern Mediterranean, and to Central Asia (conducted under the EU-funded DARYA project).
